About this opportunity
The Defense Health Agency intends to solicit information on mild traumatic brain injury (mTBI) blast injury prevention standards by November 3, 2026, through a Request for Information (RFI) issued by the U.S. Army Medical Research and Development Command on behalf of the Department of War Blast Injury Research Coordinating Office. This is not a formal solicitation and imposes no obligation to contract; participation is voluntary and does not qualify respondents for subsequent Broad Agency Announcements or other solicitations.
The RFI seeks existing and emerging mTBI blast injury criteria, thresholds, standards, computational models, and research from industry, academia, and federal agencies to inform Department of War injury prevention standards. Focus areas include blunt impact threats and blast pressure effects relevant to military personnel exposure scenarios, specifically acceleration-based blunt impacts, ballistic helmet strikes, and blast pressure effects from weapon systems or explosions. Respondents should address existing or emerging mTBI criteria and thresholds; knowledge gaps in current information; methodologies and tools for standards development; dose-response curves and computational models; protection system assessments; and scientific expertise and resources available from researchers, industry, and academia.
Submissions must be made via the DoW Blast Injury Research Coordinating Office website at https://blastinjuryresearch.health.mil/index.cfm/contact_us by completing the Contact Us form and selecting "Request for Information (RFI)" from the dropdown menu. The government will not provide reimbursement for participation costs. Questions should be directed to Contract Specialist Skylar Wells at skylar.a.wells2.civ@health.mil.
