The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), Indian Head, MD 20640, awarded a firm-fixed price (FFP) indefinite delivery, indefinite quantity (IDIQ) supply type contract on 26 September 2019, for the procurement of MIDAC Spectrometer Replacements. The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) intends to issue a firm-fixed price (FFP) on a sole source basis to Micro Engineering Software & Hardware (MESH), Inc., at 114 Barnsley Road, Oxford, PA 19363. The resultant contract will be an indefinite delivery, indefinite quantity (IDIQ) type contract, with one base year and four (4) option years to be exercised at the discretion of the Government.
The contractor will replace up to five (5) MIDAC M4413-E-HD Spectrometers over a five (5) year ordering period. The delivery will be within 180 days after date of contract award or option exercise. MESH is the original equipment manufacturer (OEM); no other sources were found upon issuance of a Sources Sought. The associated North American Industry Classification System (NAICS) code is 811219, which has an annual size standard of $20.5M. The associated Product Service Code (PSC) is 6630.
The proposed contract action is for supplies, for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy Agency requirements." Vendors who feel capable of providing the supplies referenced above shall fully identify their capabilities to provide the stated hardware within ten (10) days after publication of this synopsis.
