This acquisition is being conducted under FAR 15, Contracting by Negotiation procedures. Pursuant to FAR 5.202 (a) (12), this is a non-mandatory synopsis. This solicitation is intended only for sources duly authorized to operate and do business within Jebel Ali Port, U.A.E as prescribed by DFARS 225.1103 (3). This non-commercial solicitation is 100% full and open competition with geographical restriction to Jebel Ali, U.A.E.
