About this opportunity

The National Institute of Standards and Technology (NIST), a civilian agency within the Department of Commerce, is seeking firm-fixed-price quotations for a mid-infrared camera system with specialized lenses designed for absorption imaging spectroscopy applications. The procurement includes one mid-infrared camera featuring a strained layer superlattice quantum sensor with wavelength range of 3 to 10.5 microns, one mid-wave IR lens (3-5 microns), one long-wave IR lens (8-12 microns), and transportation costs. The camera must meet specific technical specifications including a minimum 640x512 pixel format with 25 micron square dimensions, 200+ frames per second readout rate, 45 mK or less noise equivalent change in temperature, 14-bit digitization, and f-number between f/2.0 and f/4.0, with a four-position filter wheel and Infrared Bayonet mounting. Award will be made to the lowest-priced, technically acceptable offeror whose equipment meets or exceeds all minimum specifications outlined in the Statement of Work, with no prototypes, demonstration models, used, or refurbished instruments considered. Quotations must be submitted electronically to elizabeth.timberlake@nist.gov and donald.collie@nist.gov no later than 12:00 PM Eastern Time on April 8, 2026, with written questions due within 2 business days of the March 25, 2026 posting date.

This solicitation carries no set-aside designation and identifies no incumbent contractors. The specific contract value is not disclosed in the solicitation documents. NIST requires delivery of all equipment within 12 weeks after receipt of order to its Gaithersburg, Maryland facility under FOB Destination terms, with payment contingent upon installation, acceptance, and successful completion of performance testing that confirms the system meets all specifications. The contractor must provide new equipment only in original manufacturer packaging with complete documentation and software, along with a minimum 12-month warranty covering parts and labor commencing upon government acceptance. Additionally, the contractor must comply with cybersecurity and privacy protection requirements consistent with FISMA, OMB Circular A-130, and NIST SP 800-171, implementing physical, technical, and administrative controls for data protection, and must maintain active SAM.gov registration at submission and throughout contract performance.
