About this file

This Statement of Work outlines NIST's requirement to procure a mid-infrared (mid-IR) camera system with specialized lenses for absorption imaging spectroscopy in support of the Digital Twins for Atomic Layer Deposition Processes Project. The procurement involves three line items: one mid-IR camera and two separate lenses optimized for different wavelength ranges (mid-wave IR and long-wave IR). The mid-IR camera must feature a strained layer superlattice quantum sensor with a wavelength range from 3 to 10.5 microns, pixel format of at least 640x512 pixels with square dimensions of 25 microns or less, frame readout rate of 200+ frames per second, noise equivalent change in temperature of 45 mK or less, 14-bit digitization, f-number between f/2.0 and f/4.0, a user-changeable four-position filter wheel with 25.4 mm filters, and Infrared Bayonet mounting. The mid-wave IR lens must operate across 3-5 microns with greater than 90% in-band transmission, 50 mm focal length, f-number between f/2.0 and f/4.0, minimum object distance of 500 mm or less, 23+ degree circular field of view, and manual focus capability. The long-wave IR lens must operate across 8-12 microns with similar optical specifications but a different stop diameter of 12.4 mm to match the camera's cold stop.

Delivery of all equipment is required within 12 weeks ARO to NIST in Gaithersburg, Maryland, under FOB Destination terms. The contractor must provide new equipment only—used, remanufactured, experimental, prototype, custom, or gray market items are not acceptable. All items must ship in original manufacturer packaging with complete documentation and software. Payment is contingent upon installation, acceptance, and successful completion of performance testing that confirms the system meets specifications, including verification that test images can be collected and transferred to a control computer. The contractor must provide a minimum 12-month warranty covering parts and labor commencing upon government acceptance. NIST reserves the right to conduct quality assurance testing and performance verification within ten business days of receipt. Additionally, the solution provider must address cybersecurity and privacy protection requirements consistent with FISMA, OMB Circular A-130, and NIST SP 800-171, including implementation of physical, technical, and administrative controls for data protection, access restrictions, multifactor authentication, vulnerability scanning, encryption standards, and incident response procedures.

STATEMENT OF WORK

Title: Mid-infrared camera for absorption imaging spectroscopy Lab: MML/646

I. BACKGROUND INFORMATION

The semiconductor supply chain is global, specialized, and interconnected. Chipmakers do business with thousands of individual suppliers that provide the highly complex materials and tools used to produce semiconductors. To address the lack of full visibility into the semiconductors markets supply chain and R&D ecosystem gaps NIST will conduct the measurement science, or metrology, critical to the development of new materials, packaging, and production methods in chip manufacturing.

The Digital Twins for Atomic Layer Deposition Processes Project (5.05) was undertaken to develop and validate digital twin (DT) models for atomic layer deposition (ALD) processes to help facilitate efficient design and operation of these processes. One aspect of this project involves development and application of in situ optical diagnostics capable of quantifying precursor chemical concentrations in the deposition chamber, in both one and two dimensions. One optical technique that will be employed is mid-infrared (IR) gas-phase absorption. For one implementation of this technique, Group 646.05 must procure a mid-IR camera to record images of molecular absorptions by precursor chemicals in a deposition chamber. Since the precursor chemicals will be present at low concentrations, it is critical to have a camera with high quantum efficiency and low noise. Furthermore, since different precursor compounds will be investigated, it is critical to have a good response over a wide spectral range. In addition, since the flow system is dynamic, a camera capable of high frame rates is needed. Also, the lens must have characteristics that permit operation with a large depth of field so that as much of the chamber volume is in focus as possible. Hence, the lens characteristics must be well matched to the camera design. Additionally, 646.05 will be making measurements in two mid-IR wavelength ranges, the mid-wave IR and long-wave IR spectral regions, and, therefore, 646.05 needs to purchase separate lenses optimized for operation at each wavelength range.

· Access to SPII is restricted to those with a need to know. Personnel with access to SPII have background investigations performed (e.g. criminal, financial etc.), and are trained on secure handling of SPII.

· Access Controls for SPII meet or exceed industry best practices for access and identification control including, but not limited to, connectivity to servers and databases, multi-factor authentication for remote accesses for administration, secure configurations for any devices accessing the system, and strong physical security for any place where the data is accessed.

· The solution supports multifactor authentication for users and/or supports integration with customer federation services for Single-Sign capability.

· Processes for scanning on a continual basis for vulnerabilities and proper configurations for all aspects of the system, as well as processes for timely mitigation of findings.

· Auditing and Incident Response processes including customer notification of suspected or actual incidents and logging with sufficient information to perform forensics on any incident. Processes for notifying and providing appropriate mitigations, including but not limited to credit monitoring services, for subsidy applicants in the event of suspected or actual incidents.

· SPII is encrypted in transit using TLS 1.2 or better and encrypted at rest in all places the SPII is stored. All encryption algorithms and modules are FIPS 140-2/140-3 validated.

If unable to meet any of the requirements listed above, the solution provider may provide details of mitigations or alternative protections in place to ensure the appropriate handling and protection of SPII.

If the solution provider provides services to other Federal agencies, provide a general description of the security risk management approach and client point of contact.
