About this opportunity
The U.S. Army Corps of Engineers-Baltimore District has issued a special notice seeking industry feedback on proposed subcontracting goals for the Mid Chesapeake Bay James Island Phase 1 Restoration project located in Dorchester County, Maryland. This market research initiative is designed to gather contractor input on small business subcontracting percentages that will be incorporated into the upcoming solicitation. The notice falls under the NAICS code 237990 for Other Heavy and Civil Engineering Construction and PSC code Y1KF for Construction of Dredging Facilities. The Army Corps is conducting this outreach in compliance with Federal Acquisition Regulation (FAR) 19.702(a)(1)(ii), which requires subcontracting plans for contracts exceeding specific dollar thresholds. The project will involve environmental restoration work as part of the broader Mid Bay James Island restoration effort.
The primary objective of this special notice is to solicit industry feedback on proposed subcontracting goals across various small business categories, including 38% for Small Business Concerns, 20% for Small Disadvantaged Business, 10% for Women-Owned Small Business, 1% for HUBZone Small Business, 10% for Veteran-Owned Small Business, and 10% for Service-Disabled Veteran-Owned Small Business. Contractors must submit their responses by July 25, 2025, at 11:00 AM EDT via email to the designated Contract Specialist and Contracting Officer. The subcontracting plan requirement applies to sealed bid acquisitions expected to exceed $750,000 for general contracts or $1.5 million for construction contracts that have subcontracting possibilities. The upcoming solicitation will require a project labor agreement (PLA) in accordance with FAR guidelines, and the proposed subcontracting goals are calculated based on total subcontracted dollars rather than the total contract value. This feedback period allows interested contractors to provide input that may influence the final subcontracting requirements for this significant restoration project.
