About this opportunity

The Federal Highway Administration Eastern Federal Lands Highway Division is seeking proposals for multiple award task order contracts to provide highway construction services in the Mid-Atlantic region. Up to four small businesses will be awarded indefinite delivery indefinite quantity contracts for asphalt and concrete construction, bridge repairs, drainage work, and similar highway projects ranging in value from $50,000 to $2 million. The total ceiling value for all contracts is $80 million over five years. Proposals are due on the date specified in the Request for Proposals issued December 31, 2019. Interested vendors must register on SAM.gov and complete annual representations and certifications by the deadline.

The solicitation is set aside for total small businesses and includes Virginia, West Virginia, District of Columbia, Maryland, New Jersey and Pennsylvania. Relevant NAICS codes include 237110 and 237310, while PSC codes cover road and highway construction. Individual task order periods of performance will vary, but the overall MATOC is for a five year term.

Project Name: Mid-Atlantic Regional Construction MATOC

The Federal Highway Administration, Eastern Federal Lands Highway Division will procure a Multiple Award Task Order Contract (MATOC), Indefinite Delivery Indefinite Quantity (IDIQ) Contracts from Small Business concerns to perform highway construction services, Solicitation Number 693C73-20-R-000005 located in the Mid-Atlantic Region of the Eastern United States. The Mid-Atlantic Region includes: Virginia, West Virginia, District of Columbia and Maryland.  The purpose of the contracts will be to provide all services for highway, bridge and structure construction including but not limited to gravel or natural surface roadway and trail rehabilitation, asphalt concrete and Portland cement concrete pavement construction, asphalt concrete milling, pavement markings, embankment construction, debris removal, pipe and box culvert repairs or replacement, riprap placement, sign installation, embankment repairs using Mechanically-Stabilized Earth (MSE) walls, bridge and structure repairs such as joint replacements, concrete deck repairs, abutment/pier and wingwall repairs or replacements, and smaller bridge replacements.  The average project within the IDIQ is expected to fall within the price range of $50,000 to $2,000,000.  We anticipate awarding up to four contracts within the MATOC.  The MATOC will have a shared-ceiling value amongst all IDIQ holders of $80,000,000.00.

Proposal documents should be issued on or about December 31, 2019. Proposal due date and location will be specified on the Request for Proposals.

Annual Representations and Certifications FAR 52.204-8 (Oct 2018). The Representations and Certifications must be filled-in online at beta.sam.gov. The required Annual Form Vets-4212 must also be filled-in online at http://www.dol.gov/vets/vets4212.htm per FAR 52.222-37.

IMPORTANT PAYMENT REQUIREMENT
In accordance with Federal Acquisition Regulation (FAR) Subpart part 4.1102, prospective contractors shall be registered in the System for Award Management (SAM) database prior to award of a contract. Also FAR clause 52.232-33 requires SAM registration for payment. SAM registration is available online at the following Internet web address: beta.sam.gov.
