About this opportunity

The Naval Surface Warfare Center (NSWC) Crane is seeking to procure two hundred and ten (210) Internal Frequency Standard Battery Packs through a sole-source solicitation to Microchip Technology. The procurement is being conducted under FAR Part 13 simplified acquisition procedures, with solicitation number N00164-25-Q-0510. Contractors must be registered in the System for Award Management (SAM) to be eligible, and while other vendors may submit capability statements, the government retains sole discretion to proceed with the sole-source award. The solicitation was posted on January 15, 2025, with responses due by January 27, 2025, at 12:00 PM Eastern Time. Quotes must be submitted via email to Cassidy.k.shaw.civ@us.navy.mil, and interested parties are advised to monitor SAM.gov for any potential amendments or changes to the solicitation.

The procurement is not set aside for small businesses and will be fulfilled by Microchip Technology, which is the only approved source for these specific battery packs. The contract includes 150 US battery packs and 60 UK battery packs, with a delivery requirement by June 23, 2025, to NSWC Crane in Indiana. The sole-source justification stems from the battery packs being already integrated into the customer's existing system and requiring specific technical specifications that would be costly and time-consuming to modify. The procurement falls under NAICS code 335910 (Battery Manufacturing) and PSC code 6140 (Rechargeable Batteries). The contract will use firm-fixed pricing and includes FOB destination delivery terms, with the government citing potential fleet readiness impacts and significant recertification costs as reasons for maintaining the current source of supply.
