About this opportunity

Naval Supply Systems Command's Fleet Logistics Center Norfolk Contracting Department is soliciting offers due November 16, 2026 for a sole-source, single-award, firm-fixed-price IDIQ contract with Microchip Technology, Inc. covering Hydrogen Masers, Cesium Atomic Clocks, and Auxiliary Output Generators, including whole units, parts, and maintenance. The Norfolk office is contracting on behalf of the United States Naval Observatory, which is the using customer. The Set Aside line reads "No Set-Aside Used," and the J&A classifies Microchip as other-than-small.

The sole-source justification rests on Microchip's proprietary technology, unique experience, and stringent uptime requirements, and identifies Microchip as the only domestically produced clock ensemble available. A Sources Sought Notice issued August 26, 2026 yielded no competing vendors. This action follows current IDIQ N0018924D0024, awarded to Microchip on September 20, 2024.

Delivery is to the Naval Observatory in Washington, D.C., with alternate locations in Colorado Springs, Colorado; Flagstaff, Arizona; and Kokee Park Geophysical Observatory, Kauai, Hawaii. Products must comply with National Defense Authorization Act Section 224 trusted supply chain and microelectronics standards. Covered equipment includes cesium clock model 5071A and past and future models, hydrogen masers MHM2010, MHM2020, and future generations, and auxiliary output generators AOG-110, AOG 85000-510, and AOG2.X, plus related distribution and measurement gear and components. The contract is rated DO-A7 under the Defense Priorities and Allocations System. Offerors must be registered in SAM.

The ordering period runs March 24, 2027 through September 23, 2031, with a six-month optional extension. The estimated base contract value is $87.6 million, and the optional extension is valued at $7.6 million. Funding is Navy Operations and Maintenance on a delivery order basis. Price reasonableness will be evaluated against the independent Government estimate and supporting documentation such as paid invoices, sales history, and catalog pages. Pricing must remain firm for 180 days. Offers go by email to Cody Ellis at cody.c.ellis.civ@us.navy.mil. The Contracting Officer is Dr. Antonio Smith, and the Contracting Officer's Representative is Michael Stoutenger. Award is anticipated no later than December 10, 2026. The procurement is coded NAICS 334419 and PSC 4940.
