About this opportunity

The National Institute of Standards and Technology seeks quotations for a microbial flow cell sorter and service agreement, with quotations due August 7, 2026 at 11:00 AM Eastern Time and pre-quote inquiries due within three calendar days of solicitation issuance. The procurement is a 100% small business set-aside under NAICS 334516 (Analytical Laboratory Instrument Manufacturing), with a small business size standard of 1,000 employees.

Place of performance is Gaithersburg, Maryland. The instrument must include four lasers (violet 405 nm, blue 488 nm, yellow 532–561 nm, red 637–640 nm), at least 15 fluorescence detectors with specified emission wavelengths, and avalanche photodiodes with linear response over a minimum of 4 decades of fluorescence intensity. The cell sorter must detect and sort particles between 0.2 and 30 micrometers in diameter using scattered light alone, support 4-way sorting into 5 mL tubes and 2-way sorting into 15 mL tubes, achieve at least 10,000 events per second at 95% sort purity, and operate within a contractor-supplied class 2 biological safety cabinet. The instrument must support walk-up user operation after less than 16 hours of hands-on training and provide automated startup, stream monitoring, and fluorescent signal compensation. Delivery occurs within 90 calendar days of award, FOB Destination, with installation within 45 calendar days of delivery and one day of on-site training within 15 business days of installation. The contractor shall provide a 12-month warranty and one-year service agreement including at least one preventative maintenance visit, unlimited routine maintenance and repairs, all labor, travel, parts and consumables, and technical support with 3-business-day response times. Four consecutive one-year option periods are available for extended warranty and maintenance support. Award goes to the lowest priced, technically acceptable offeror. No prototypes, demonstration models, used, or refurbished instruments will be considered. All quoters must maintain active SAM.gov registration at submission and throughout performance.
