About this opportunity
The Department of the Interior Fish and Wildlife Service is seeking a contractor to provide herbicide treatment services for aquatic invasive and woody vegetation at Shiawassee and Ottawa National Wildlife Refuges in Michigan through a Request for Proposal. The contractor will be responsible for treating approximately 800 acres total, with 500 acres requiring aquatic-approved glyphosate and crop oil treatment, and 300 acres requiring aquatic-approved triclopyr treatment. The work must be completed during two treatment windows from September 1 through November 15 in both 2025 and 2026, with timing dependent on tree species, habitat conditions, and plant phenology. The government will evaluate proposals based on non-price factors including technical approach, licensing requirements, technical experience, and past performance, which will be considered approximately equal in importance to price when making the award decision. Proposals are due by August 21, 2025 at 1:00 PM Eastern Time and must be submitted via email to the contracting officer at dana_arnold@fws.gov.
This procurement is designated as a Total Small Business set-aside under NAICS code 115112 for Soil Preparation, Planting, and Cultivating services. The contract will be awarded as a firm-fixed-price arrangement with a performance period extending from September 1, 2025 through November 30, 2026. Offerors must provide per-acre pricing for both herbicide treatment types and demonstrate relevant technical experience through documentation of three similar past projects. The contractor must possess all applicable licensing for herbicide application in Michigan and provide all necessary personnel, equipment, supplies, and herbicides to complete the treatment work. The government reserves the right to adjust the total acreage treated based on funding availability, and work will be performed at the two Michigan-based National Wildlife Refuges under direct coordination with refuge staff to determine specific application timing windows.
