About this opportunity
The Department of the Interior Fish and Wildlife Service seeks design, fabrication, and installation of a permanent interpretive exhibit for the Detroit River International Wildlife Refuge at the John Dingell Visitor Center in Trenton, Michigan, with proposals due June 26, 2026. This is a Total Small Business set-aside, Women-Owned Small Business (WOSB) eligible, foreclosing competition outside that pool.
The work comprises two line items: a wall-mounted exhibit (188 inches wide by 97 inches tall) communicating the 25-year transformation of refuge lands, and nine outdoor kiosk panels with signage (ranging 12 to 33 inches) and location banners. The contractor must design, draft interpretive text content with Fish and Wildlife Service direction and approval, conduct a minimum of three design review meetings, and deliver all work by November 1, 2026. Performance runs July 1 through November 1, 2026. Place of performance is Trenton, Michigan.
The contractor must demonstrate professional experience in interpretive exhibit design and large-format wall-mounted exhibit fabrication for federal or public facilities, knowledge of USFWS interpretive and graphic standards, and ability to manage iterative reviews with federal staff and community stakeholders. All designs must meet ADA and Architectural Barriers Act accessibility requirements. Wall materials must be suitable for long-term indoor use (minimum 10 years); kiosk panels and banners must use weather-resistant, UV-resistant materials maintaining high color fidelity. The contractor supplies all labor, tools, lifts, adhesives, mounting hardware, and protective equipment. NAICS code is 339999 (All Other Miscellaneous Manufacturing); PSC code is 9905 (Signs, Advertising Displays, and Identification Plates). Award will be made to the offeror whose submission documents conform to requirements and offers best value based on ability to meet specifications, lead time, past performance, and price. Amendment 0001 added a question-and-answer summary and kiosk photographs to the original solicitation.
