About this opportunity

The Department of the Navy Naval Supply Systems Command (NAVSUP) is conducting market research to identify potential service providers for annual inspection, test, and certification of material handling equipment (MHE) - specifically Hyster forklifts - for the Military Sealift Command. The sources sought synopsis seeks small businesses capable of servicing 24 forklifts with varying capacities between 4,000 to 10,000 pounds, including both diesel and electric models located in South Korea. Interested companies must submit a detailed capability statement by April 9, 2025, at 8:00 AM Pacific Daylight Time, demonstrating their ability to perform comprehensive equipment inspections and maintenance. The market research will help determine if responsible sources exist with the required capabilities, using NAICS code 811310 with a small business size standard of $12,500,000. Respondents must provide organizational details, a tailored capability statement, documentation supporting their claims, and information about previous government or civilian agency sales.

The opportunity is designated as a total small business set-aside, indicating exclusive competition among small business entities. While no specific incumbent contractor is mentioned, the contract requires a manufacturer-authorized service provider capable of performing detailed 18-month certification processes for the forklifts. The work involves comprehensive inspections including visual assessments, functional tests, brake system checks, weight tests, and maintenance tasks such as fluid replacement and component lubrication. Contractors must comply with specific technical manuals and naval publications, provide electronic inspection reports, and apply safety certification markings. Although the exact award value is not specified, the $12,500,000 size standard suggests a potentially significant contract opportunity. The performance location is explicitly stated as South Korea, and the government emphasizes that this sources sought notice is not a formal request for quote or proposal, but rather a market research tool to inform future procurement decisions.
