About this opportunity

The US Coast Guard is procuring testing services for MH-65 helicopter starter/generator components through solicitation 70Z03825QB0000110, issued as a combined synopsis/solicitation for commercial items under a request for quotation format. This procurement requires contractors to possess specialized technical expertise, engineering data access, and Original Equipment Manufacturer parts necessary to successfully perform the required testing services. The acquisition is structured as a firm-fixed price purchase order anticipated to be awarded on a sole source basis to Safran Power USA, LLC, though all responsible sources are invited to submit quotations for agency consideration. The solicitation includes an option clause allowing the government to increase testing quantities by up to 62 additional units beyond the base requirement, with a maximum total quantity of 70 units, exercisable through December 31, 2025. Quotations must be submitted via email to the contracting officer by July 2, 2025, at 10:00 AM EST, with phone quotes explicitly prohibited.

This procurement does not utilize any small business set-aside designations despite operating under NAICS code 488190 with a $40 million small business size standard. Safran Power USA, LLC (CAGE Code 81640) is identified as the anticipated sole source awardee, suggesting they are either the incumbent contractor or possess unique capabilities for this specialized testing requirement. While specific contract values are not disclosed in the solicitation notice, the procurement structure includes base quantities in Schedule Line Items 1 and 2, with optional quantities expandable to a maximum of 70 total testing units. The acquisition falls under the aircraft components and accessories maintenance/repair category (PSC J016) and includes Florida wage determination requirements, indicating performance may occur in Florida. The procurement timeline is compressed with only two business days between posting and the quotation submission deadline, reflecting the specialized nature and likely sole source award strategy.
