About this opportunity

The Department of Homeland Security US Coast Guard seeks three MH-65 helicopter engine left-hand cowlings (NSN 1560-01-HS1-6811, part number 365A58-1740-0101) with a posted due date of September 9 and Amendment 01 closing the solicitation early due to sole-source receipt. The procurement is a firm-fixed price purchase order anticipated to be awarded on a sole-source basis to Airbus Helicopters, Inc., with all responsible sources invited to submit quotations.

All parts must have clear, complete, documented, and auditable traceability to the Original Equipment Manufacturer (OEM), Airbus Helicopters France (Cage Code F0210), traced from OEM-approved sources. Parts must be approved in accordance with Federal Aviation Administration (FAA) guidelines to ensure aircrew safety. Alternate part numbers will be accepted provided they meet traceability and FAA airworthiness requirements. The Coast Guard justifies sole-source procurement on the grounds that Airbus Helicopters, Inc. is the only known source capable of providing traceability and genuine OEM parts, and that procurement from any other source would compromise aircraft and crew safety due to unavailable technical data.

Delivery is scheduled for July 1, 2027, F.O.B. Destination to USCG Aviation Logistics Center in Elizabeth City, North Carolina. The offer acceptance period is 60 calendar days from receipt unless otherwise specified. Evaluation focuses on technical acceptability—specifically the offeror's ability to provide new manufactured commercial items matching exact part numbers—with acceptability rated as either acceptable or unacceptable. Awards are based on fair and reasonable pricing determination. The NAICS code is 336413, Other Aircraft Parts and Auxiliary Equipment Manufacturing; small business size standard is 1,250 employees. Quotations must include completed Requirements documentation with unit pricing and a Certificate of Conformance.
