About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition form for commercial products and services at or below the Simplified Acquisition Threshold under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1.
The procurement is for spare parts to support MH-65 helicopters, specifically three units of engine left-hand cowlings (NSN 1560-01-HS1-6811, Part Number 365A58-1740-0101). The Coast Guard is justifying a single-source procurement based on the "Only One Source Is Available" justification type, citing that Airbus Helicopters France is the Original Equipment Manufacturer and that technical data required for acquisition from other sources is unavailable. The suggested source is Airbus Inc. Helicopters, located at 2701 N. Forum Drive, Grand Prairie, Texas 75052-7099 (UEI: LAD2HL1R71Z3). The justification asserts that procurement from any source other than the OEM or its authorized distributor, Airbus Helicopters, Inc., would compromise aircraft and crew safety. The solicitation and resulting purchase order will require all delivered materials to have documented traceability to the OEM and a completed Certificate of Conformance in accordance with FAR clause 52.246-15. The form includes signature blocks for the Technical and Requirements Point of Contact and the Contracting Officer, with a date field of last update 03/03/2026.
