About this opportunity

The US Coast Guard is seeking repair services for MH-65 helicopter electrovalves (Part Number 6910A01) through an unrestricted solicitation issued as Request for Quotation (RFQ) 70Z03825QB0000037. The procurement involves repairing 4 base units with an option to increase to 16 total units, targeting components that require testing, evaluation, and restoration to Ready for Installation (RFI) condition. Contractors must possess ISO 9001/AS9110 quality certification and FAA/EASA Part 145 repair station credentials, with the ability to perform detailed failure analysis and follow strict documentation protocols. Quotations must be submitted via email to selmary.melendezgonzalez3@uscg.mil by February 4, 2025 at 11:00 am EST, with the solicitation number clearly indicated in the subject line. Eligible vendors must be registered in SAM.GOV and capable of providing firm-fixed price repair services that meet original equipment manufacturer specifications.

The solicitation is an unrestricted procurement with no specific small business set-aside, though the small business size standard is established at $40 million for the North American Industry Classification Standard Code 488190. The place of performance will be Elizabeth City, North Carolina, where the USCG Aviation Logistics Center is located. Contractors can expect a competitive award process resulting in a firm-fixed price purchase order, with potential for quantity increases up to 12 additional units within one year of the initial award. The government will conduct inspections and acceptance at the destination, requiring a Certificate of Conformance for all repaired items. Wage determinations for both Texas and Virginia have been included, establishing minimum wage rates ranging from $13.30 to $17.75 per hour depending on the contract's effective date. The total contract value is not explicitly stated, but the procurement involves technical aircraft component repair with specific quality and certification requirements.
