About this opportunity
The Department of the Navy Naval Air Systems Command is seeking Periodic Maintenance Inspection (PMI) services for MH-60R and MH-60S aircraft at Naval Station Rota, Spain through the Contracted Maintenance, Modification, Aircrew, and Related Services (CMMARS) Multiple Award Contract. This procurement is restricted to current CMMARS MAC holders and involves comprehensive maintenance support for 3-6 aircraft annually, including both US Navy and Spanish Navy helicopters. Contractors must maintain NDI technician certification at Level 2 per NAS410 standards and operate a single daily maintenance shift of eight hours, five days per week across two aircraft bays. Performance requirements include completing PMI-1N events within 120 days and PMI-2N events within 135 days, with potential painting requirements. The final Fair Opportunity Submission Request is anticipated for release in the September-October 2025 timeframe, with response submissions expected 30-45 calendar days from release.
This opportunity carries no set-aside designation and is exclusively available to existing CMMARS MAC holders, making it a restricted competition among pre-qualified contractors. The contract includes a 120-day phase-in period and focuses primarily on supporting the tenant squadron at NS Rota, with potential flexibility during option years to provide PMI and O-Level support to other US Navy units operating in the area. The maintenance operations will be conducted in two designated aircraft bays with government-furnished equipment support. While specific contract values are not disclosed in this pre-solicitation notice, the scope encompasses annual maintenance cycles for multiple aircraft with detailed turnaround time requirements. The procurement represents ongoing rotational support requirements for naval aviation assets deployed to the Spanish facility.
