About this file
This document is a Questions and Answers (Q&A) file for a Fair Opportunity Submission Request (FOSR) for Periodic Maintenance Inspection (PMI) of MH-60R/S aircraft located at Naval Station Rota, Spain. The solicitation covers PMI events for 3-6 aircraft annually (including US Navy and Spanish Navy aircraft), with specific requirements for maintenance, staffing, and execution of PMI-1N and PMI-2N level inspections. Key details include a 120-day phase-in period, performance in two aircraft bays, NDI technician certification requirements (Level 2, NAS410), and a requirement for the contractor to maintain a single daily maintenance shift of eight hours, five days per week.
The document addresses numerous technical and administrative questions from potential offerors, covering topics such as maintenance scope, staffing levels, turnaround times, government-furnished equipment, security access, and contract performance expectations. Notable requirements include completing PMI-1N events within 120 days and PMI-2N events within 135 days, with potential painting requirements. The anticipated release date for the final FOSR is in the September-October timeframe, with response submissions expected to be 30-45 calendar days from release. The primary focus is supporting the tenant squadron at NS Rota, with potential flexibility for PMI and O-Level support of other US Navy units in the operating area during option years.

(TAT)
PWS 5.2.3.1 states "PMI-2N event includes paint, strip, and repaint of the aircraft." Will the Government confirm that an approved/authorized paint booth will be included in the Government provided facilities?
Access to an authorized paint booth will be included in the government facilities.
18 Draft FOSR Att 1 -
PWS
5.2.5.1 Pre-
Induction Meeting
PWS 5.2.5.1 states "The Contractor will be provided planned technical directives for compliance/incorporation, deferred D-
Level ISR actions and engine performance trends." Is performance of this aircraft specific work included in the estimated quantity for CLINs 0X05 through 0X07? Is it correct to assume that any maintenance work that results in the Government changing the ECD baseline on the date of induction is not included in the FFP for CLINs 0X01 through 0X04?
ISR Depot-level work completed during PMI that is outside PMI specification is covered by CLIN 0X05 (ISR Concurrent).
19 Draft FOSR Att 1 -
PWS

Protective Equipment
PWS 6.1.2 states "The Contractor shall procure common hand tools to include Automated Tool Control (ATC) Cabinets to accomplish the PMI event per TO Attachment 4…" TO Attachment 4 does not list any items with a description of ATC Cabinets. Will the Government clarify what NIIN is associated with the ATC Cabinets or provide a description of the specific
ATC Cabinets (brand, size, quantity) that the Contractor is expected to provide?
The ATC Cabinets purchased are not brand specific as long as they meet the requirements for automated tool control and are of appropriate size and quantity. PWS 6.1.2 has been updated.
22 Draft FOSR Att 1 -
PWS
6.2.1 Program
Protection
PWS 6.2.1 states "All performing personnel under this agreement shall maintain security access commensurate with the level of classification of the work performed as annotated below and in TO Attachment 1 (DD-254, Contract Security
Classification Specification form), prior to performance." Does the Government anticipate personnel with nationalities other than U.S., Spanish, or European Union citizenship being granted security access, per the DD-254, to perform work on this TO?
There is no DD254 for this effort. The PWS 6.2.1 has been updated to remove the reference.
Draft FOSR Att 5 -
Personnel Qualifications
Maintenance Control Advisor
The recommended experience for the Maintenance Control Advisor (Key Personnel) specifies "8 years current or previous experience in controlling daily aircraft maintenance in support of squadron operations on Naval rotary wing aircraft..." Please confirm if experience on rotary-wing aircraft from other U.S.
service branches would be considered an acceptable substitute.
Experience on any Navy rotary wing aircraft or other service experience on H-60 type aircraft will be considered acceptable.
TO Attachment 5 has been updated.
24 PWS 2 Can Offerors assume there will be no more than two aircraft scheduled for PMI at any given time? Yes.
25 N/A N/A How will Offerors obtain maintenance data on individual aircraft?
Aircraft maintenance records will be provided for each PMI
BUNO.
26 FOSR 4.2.3 CR1.b.
Contract Ref. 1 part B states offerer to have "Performed PMI or Depot-level maintance/modifications on an H-60 series or other
Navy rotary aircraft. Does Depot-level work on H-60 series aircraft for US DOD services other than US Navy satisfy this requirement?
Please see answer to question 23.
27 PWS 5.2.2.3 Will the government provide a list of those items unique or specific to Spanish Navy Aircraft?
As of this time, there are no unique requirements for Spanish aircraft.
28 PWS 5.2.1
Regarding O-I-D level maintenance outside of PMI, can the government provide additional detail regarding the organization construct of these differing levels of work? E.g., for Organizaitonal level work, will the contractor's artisans perform work independently or as a component of the local organization. Will the contractor perform non-PMI O-I-D level work if a PMI is underway and workload permits or only while no PMI aircraft are inducted? Will the contractor be the decision-maker or afforded the opportunity for input as to whether non-PMI work impacts PMI execution?
Contractor artisans will work independently in support of O- I- D-Level maintenance outside of PMI with coordination of the organic unit.
The contractor will be afforded the opportunity for input as to whether non-PMI work impacts PMI execution when non-PMI O- I- D-Level work is conducted while a PMI aircraft is also in work. PWS section 5.2.1 has been updated.
29 Att 3 - GFE & GFI 080125 Row 2 COMNAVAIRFORINST 4790.2E, 28 Oct 2024 is the most recent release. Updated Attachment 3 to reflect most recent release.
30 PWS 2
The only planning factors currently given include100% potential variability year to year (3-6 USN acft. and 1-2 Spanish
Navy acft.) Will the government provide a projected PMI induction schedule with the final FOSR, annually, or at some other periodicity to facilitate workforce planning/management?
A projected PMI induction schedule will be updated annually, approximately 6 months prior to the execution of each option year. Currently option years 1-4 have 4-6 aircraft (US and Spanish together) per year.
31 PWS 4.5.1.1
How will inductions be scheduled when both PMI Bays are in use? Significant potential exists given the stated scope to exceed the annual capacity of the two provided aircraft bays.
The current PMIs scheduled for induction have been planned to only require two aircraft in work at any given time.
32 PWS 4.8.2 (3rd paragraph)
States "…to perform PMI Events for up to 2-6 MH-60 aircraft annually… Seems contradictory to paragraph 2 and 2.1 which state scopes of 3-6 USN and 1-2 Spanish Navy aircraft per year.
The only year currently scheduled with less than 4 PMI events is the base year which has 2 scheduled. PWS section 2 has been updated to remove the contradiction. See anwer to question 30.
33 PWS 5.2.6 Will there be any classified components/systems on acft.
delivered for PMI induction?
No, classified components will be removed by the squadron.
See answer to question 22.
34 PWS 4.5.1.1
If there are any classified components/systems on PMI aircraft will the government provide secure storage, e.g., GSA approved safes for storage during PMI?
N/A, see answer to questions 22 & 33.
35 PWS 4.8.2
Can the government confirm that the only planning factor for the team compement is supporting the PMI schedule to meet TAT goals? In other words, there is no additional staffing or expertise required to meet any non-specific O-I-D level work.
Yes.
36 PWS 2
PMI events shall be completed in 120 days for PMI-1N and 135 Days for PMI-2N, which includes paint, strip, and repaint of aircraft duringPMI-1N and 135 Days for PMI-2N, which includes paint, strip, and repaint of aircraft during PMI-2N.
Should the 1st mention of paint be removed to read strip and repaint, not " paint, strip and repaint"? This implies that the
PMI-2N requires the aircraft to be repainted. Can you clarify the entire aircraft or just damaged panels need to be repainted?
If the entire aircraft, will the paint booth be large enough to accommodate the aircraft?
PWS section 5.2.3.1 updated. Yes, the entire aircraft is repainted on PMI-2N. The paint booth is large enough to accomodate the aircraft.
37 PWS
Section 5 – Performance and
Technical Requirements;
Industry Q&A #19
In response to Industry Q&A #19, the Government indicated that a Quality Assurance Surveillance Plan (QASP) would be provided with the Draft FOSR to assist Offerors in planning and aligning internal quality controls. However, the Draft FOSR does not include a QASP or equivalent performance metrics.
Question: Will the Government provide a QASP or define the performance metrics and Acceptable Quality Levels (AQLs)?
The contract will not contain the QASP, that will be for internal use only. In addition, the contract will not contain performance metrics or AQLs. The performance will be measured based on compliance with the IMP specification and the schedule.
38 Draft FOSR
Section B - Supplies or
Services and Prices, Item
001301
CLIN 001301 is described as funding in support of CLIN 0013.
Question: Will the Government clarify the intended use of
CLIN 001301?
001301 is a funding SLIN. The intended purpose of the funding SLINs in the draft TO is to attach/apply applicable funding.
PWS
Draft FOSR- H-60 PMI Rota Spain
Section 5.1.1 – Phase-In
Section 4.3.2 PMI Example Schedule
The PWS states that the contractor will be provided a 120-day Phase-In period. Additionally, the PMI Example Schedule is to use a hypothetical start date of April 01, 2026.
Question: Will the Government confirm whether the hypothetical date of April 01, 2026 would be the intended start of the phase-in or base period?
No April 1, 2026 is the PMI schedule example start date, not the intended date of the contract.
40 PWS Section 4.8.2 - Team Compliment
While the PWS provides a representative estimate of staffing levels necessary to support PMI operations, it does not specify whether the Government considers this team complement to be a minimum staffing requirement.
Question: Will the Government clarify whether there is a defined minimum team complement for performance under this
Task Order?
There is no minimum team complement under this TO.
41 Draft FOSR
Section 6.2 - Volume 2:
Contract
Experience
Given the complexity of executing aviation Depot-level PMI in a foreign country—particularly with respect to host nation labor laws, base access, and logistics support—OCONUS depot maintenance experience is highly relevant to evaluating an
Offeror’s credibility and readiness for successful performance under this Task Order
Question: To reduce risk to the Government and ensure a comprehensive assessment of Offeror capability, would the Government consider requiring Contract Experience #2 to specifically include aviation Depot-level maintenance experience performed at OCONUS locations?
No.
42 PWS
Section 2 - Scope and Objectives;
Section 5.2.1 - O-I- D Maintenance
PWS states that offeror will be responsible for manning a daily single shift for PMI events.
Question 1: Will the Government confirm that the Contractor’s team will be solely responsible for performing PMI events and will not be augmenting a Government workforce during PMI execution? Additionally, Question 2: For O-Level maintenance tasks outside of PMI, is it accurate to assume that Contractor personnel will be working alongside Government personnel, rather than acting in place of, or independently from, the Government’s O-Level maintenance team?
See answer to question 28.
43 Draft FOSR - H-60 PMI Rota Spain
4.4.2.4 "CR Table" tab
The referenced paragraph states, "The Offeror shall propose a 2-digit decimal percentage (e.g., 12.34%) as the "Offeror
Proposed Unit Percentage" for each CLIN and period of performance."
Question: Is the "Offeror Proposed Unit Percentage" inclusive of indirect burdens and fee?
IAW Attachment F7 (OPS), "Instructions" Row 111, "The "Offeror Proposed Unit Percentage" table is the Offeror's "Offeror Proposed Unit Percentage" (i.e. Burdened Rate) for each CLIN for each period of performance." The Offeror shall not propose profit and/or fee to the CLINs in the "CR Table" tab.
44 IMP, Draft FOSR, PWS
IMP-pg. 11;
Section 2.2 Scope;
Section 5.2.3.1
The IMP-000, page 11, lists the PMI TAT as 5 months for both PMI-1N and PMI-2N events. In contrast, the Draft FOSR and PWS specify TATs of 120 days for PMI-1N and 135 days for
PMI-2N.
Question: Will the Government clarify which standard applies?
The TAT is as specified in the FOSR. The reference to page 11 of IMP-000 is a diagram depicting total TAT including 30 days of squadron rebuild following PMI.
45 Draft FOSR, PWS Attachment 5;
Section 6.2.1
Attach 5 indicates that none of the PMI labor categories require security clearance. However, the PWS states that all personnel must receive the requisite investigations, with specific mention of limiting access for contractor employees who fail to meet security requirements.
Question: Should offerors assume any additional screening or investigation timelines, other than base access aboard NS Rota?
No. PWS 6.2.1 was updated to remove the reference to security clearance requirements.
46 Draft FOSR - H-60 PMI Rota Spain 3.3.b
Section 3.3.b says that 'Each volume/annex of the submission shall contain' a Title Page and TOC.
Question: Does this requirement apply to Volume 4 since there's nothing else in Volume 4 except the Attachment F7
Excel file?
This requirement does not apply to Volume 4. FOSR section 3.3(b) has been updated.
47 Draft FOSR - H-60 PMI Rota Spain 6.5 There seems to be a numbering issue with section 6.5 on page
28 which is listed as "4.5 ADC COMPLIANCE". Updated FOSR 6.5 with correct numbering.
48 Draft FOSR - H-60 PMI Rota Spain 4.1.g
Please confirm the correct Attachment is referenced in item g "..Offeror fill-ins provisions and clauses in the Attachment F1
(Draft TO)."
See answer to question 9.
49 PWS Section 4.8.2 - Team Compliment
PWS states this requirement is to perform MH-60R/S PMI in alignment with PMA-299 IMP on approximately three to six (3-
6) aircraft per year in Rota, Spain in support of MH-60R/S aircraft assigned in this area of operation.
Question: Will this Task Order be solely in support of the tenant squadron based at NS Rota, or should Offerors plan for
PMI and/or O-Level support of other U.S. Navy units operating in the area (e.g., other custodians or transient aircraft)?
The primary intent is in support of tenant squadron (US and Spanish) at NS Rota. However there is the possibility of other aircraft in the operating area being included in the schedule for option years.
50 PWS Section 4.6.2
PWS states that CAC access will be required for access to DoD and DoN websites and applications.
Question: Will the Government provide contractor CACs as
GFE?
CACs will be obtained by contractors via appointment at the base ID card office.
File details come from the government source that posted it. Updated .
