About this opportunity
The Department of the Air Force Air Mobility Command is seeking sources for a comprehensive surveillance system upgrade at Travis Air Force Base. The pre-solicitation notice identifies a requirement to replace 18 existing non-compliant surveillance and presentation system components across multiple buildings, including Buildings 31, P1, P3, 977, and the Pole Barn. The project involves installing 20 new IP-based cameras with advanced capabilities such as day/night and low-light recording, motion detection, and compliance with Section 889 of the John S. McCain National Defense Authorization Act. Interested businesses, particularly small businesses including Small Disadvantaged Businesses, HUBZone Firms, 8(a) certified, Service-Disabled Veteran-Owned Small Businesses, and Woman Owned Small Businesses, are invited to respond to the sources sought notice. Respondents must provide their business name, representative contact information, and CAGE code/UEI number by June 11, 2025, with the understanding that this notice is for planning purposes and does not guarantee a future contract.
The procurement does not have a specific small business set-aside, though small business participation is encouraged. The project falls under NAICS category 561621 for Security Systems Services and PSC category S211 for Housekeeping-Surveillance. The contract will be awarded as a Firm Fixed Price with a 60-day performance period, requiring the selected contractor to be manufacturer-certified and provide a three-year maintenance contract. All equipment must be U.S.-made or from designated countries, and the system will support critical operational areas like the Deployment Control Center and Crisis Action Team. The technical requirements include comprehensive infrastructure upgrades such as CAT 6A cabling, Power over Ethernet switches, a new server, necessary licenses, and an uninterruptible power supply (UPS). While no specific budget range is disclosed, the project scope suggests a significant investment in modernizing the base's surveillance capabilities.
