About this opportunity
The U.S. Geological Survey (USGS) has published a Special Notice regarding the procurement of a Low-Medium Frequency (LMF) Acoustic Communication Module (ACM) with LMF Transducer, and a Medium Frequency (MF) Dunker 6 System Kit. The agency intends to award a purchase order to Sonardyne, Inc. for these items, citing Sonardyne's compatibility with USGS-owned equipment as the basis for a sole-source award.
The purpose of this Special Notice is to satisfy the requirements for public notification prior to a sole-source procurement under the Federal Acquisition Regulation (FAR). The USGS indicates that Sonardyne, Inc. is the only known source compatible with the agency's existing Sonardyne equipment used for seafloor geodetic measurements. The notice invites any responsible parties to submit a quotation by April 4, 2024, which the agency will consider, though a determination not to compete the action is at the sole discretion of the government. The procurement will be conducted under FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures.

MF TO LMF CONVERSION SERVICE AND VESSEL-BASED TRANSCEIVERSNotice of Intent
This is a notice of intent to solicit from a single source.
The U.S. Geological Survey (USGS), intends to award a purchase order to Sonardyne, Inc. for a Low-Medium Frequency (LMF) Acoustic Communication Module (ACM) with LMF Transducer, and a Medium Frequency (MF) Dunker 6 System Kit.
Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. Sonardyne, Inc is, to the USGS’ knowledge, the only source that are compatible with USGS owned equipment (Sonardyne Module A and Sonardyne Fetch transponders that the USGS has been placing on the only ocean floor. Compatibility is a minimum need of the Government because switching to a new platform would be detrimental to continuity of the long-term data set and would require replacement of the entire network of sensors.
The purpose of this notice is to satisfy the requirements of FAR Subpart 5.101(a)(1) and FAR 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government.
The NAICS code for this action is 334511, Search, Detection, Navigation, Guidance, Aeronautic, and Nautical System and Instrument Manufacturing
