Added: Dec 09, 2008 4:45 pm GSA FAS Network Services Division (7QTC) of the Greater Southwest Region (7) has awarded multiple contracts under the Metropolitan Local Services Acquisition (MLSA) Solicitation 7TF-07-0006 for the Dallas, Fort Worth and San Antonio metropolitan award areas. These contracts will be Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for local telephone service that includes analog business lines, analog centrex lines or centrex type service with minimum features, ISDN BRIs/PRIs, DOD/DID trunks, T-1s, T-3s, and other pertinent services. The maximum contract value for each award area is as follows: Dallas - $16.5 mil, Fort Worth - $13.5 mil and San Antonio - $6.5 mil. The contract period will consist of a base period of three years and five 12-month options. The awardees are SBC Global Services, Inc, dba AT&T Global Services (Contract #GS07T09BGD0001) and tw telecom holdings, inc. (Contract #GS07T09BGD0002). Because this is a multiple award, GSA will use the fair opportunity process for all task orders under this contract. The award date for the Dallas, Fort Worth and San Antonio contracts is December 4, 2008. The Notice to Proceed date is estimated for December 2008. This completes all the awards under Solicitation 7TF-07-0006 for the MLSA procurement.

San Antonio metropolitan award areas. These contracts will be Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for local telephone service that includes analog business lines, analog centrex lines or centrex type service with minimum features, ISDN BRIs/PRIs, DOD/DID trunks, T-1s, T-3s, and other pertinent services. The maximum contract value for each award area is as follows: Dallas - $16.5 mil, Fort Worth - $13.5 mil and San Antonio - $6.5 mil. The contract period will consist of a base period of three years and five 12-month options. The awardees are SBC Global Services, Inc, dba AT&T Global Services (Contract #GS07T09BGD0001) and tw telecom, inc. (Contract #GS07T09BGD0002). Because this is a multiple award, GSA will use the fair opportunity process for all task orders under this contract. The award date for the Dallas, Fort Worth and San Antonio contracts is December 4, 2008. The Notice to Proceed date is estimated for December 2008. This completes all the awards under Solicitation 7TF-07-0006 for the MLSA procurement.

These contracts will be Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for local telephone service that includes analog business lines, analog centrex lines or centrex type service with minimum features, ISDN BRIs/PRIs, DOD/DID trunks, T-1s, T-3s, and other pertinent services. The maximum contract value for New Orleans is $14 mil. The contract period will consist of a base period of three years and five 12-month options. The awardees are Cox Business (Contract #GS07T08BGD0006) and SBC Global Services, Inc., dba AT&T Global Services (Contract #GS07T08BGD0007). Because this is a multiple award GSA will use the fair opportunity process for all task orders under this contract. The award date for the New Orleans MLSA contracts is September 8, 2008. The Notice to Proceed date is estimated for late October 2008. The Dallas, Fort Worth and San Antonio MLSA awards are still forthcoming.

Added: August 3, 2007 GSA/FAS, Greater Southwest Region intends to issue a solicitation (7TF-07-0006) o/b August 17, 2007, for local dial tone service and related features on a month-to-month basis. The providers (local exchanges carriers) shall provide the following minimum services/capabilities: Analog Business Lines with minimum standard features, Analog Centrex Lines or Centrex type service with the minimum features, ISDN PRI that will provide the ability to use a common block or range of numbers, and must have the ability to interface to the FAS Networx long distance contracts. Any additional telecommunications requirements identified by the Government will include only those services that are offered to commercial customers. The Government intends to secure multiple, Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for the metropolitan areas of Albuquerque, NM, Fort Worth, TX, Dallas, TX, San Antonio, TX, and New Orleans, LA. The specific metropolitan boundaries will be defined in the solicitation. The metropolitan area name, i.e., Albuquerque, will precede Metropolitan Local Services Acquisition to give identity to the contracts for each area. This service is NAICS Code: 517110, Wired Telecommunications Carriers. Due to the special billing and Contract Line Item Number (CLIN) requirement, the Government will not be using FAR Part 12 ? Acquisition of Commercial Items. This acquisition is unrestricted and open to both small and large business concerns. The Request for Proposals (RFP) will be issued in Federal Governments electronic posting system, FedBizOpps.gov. To be considered for evaluation, the offeror must be certified by the appropriate state to provide local exchange services; be capable of providing an acceptable centralized electronic billing system for GSA and authorized direct order/direct bill federal customers to receive invoicing and make payments to. Offerors are encouraged to start monitoring the FedBizOpps website for Solicitation No. 7TF-07-0006 around the intended issue date stated above. Offerors must be registered in the Central Contractor Registration (CCR, www.ccr.gov) to be eligible for this award.
