GSA/FAS Region 7 MLSA Solicitation 7TF-07-0006

Additional Questions with Responses:

1. Regarding the cable installation on this contract: Would GSA provide an example of how cable would be provisioned in the following: All SDP's, Section B.7.2.14 Flat rate cable installation and Section B.7.2.10, Inside Moves. This seems to be a duplicate request for wiring in these three sections.

Response:

Amendment No. 2 dated 10/04/2007 has been reconsidered, and GSA will provide clarification of this issue in an amendment to the solicitation. All SDPs assume existing cabling, and SIC charges on Table B.7.2.8 will be for toning, testing, and labeling of existing cable only. Charges on Table B.7.2.10, Inside Moves, will be for relocation of the demarc from one wire closet to another, again assuming existing cable. Table B.7.2.14, flat rate cabling, will be used to order inside wiring and jacks and other cabling needs in conjunction with the installation of new lines or the inside move of existing lines. If the contractor charges a SIC for testing, toning, and labeling of existing cable, or installation of new cable, the cable becomes the responsibility of the contractor for maintenance and repair.

2. Will the GSA provide written confirmation of the exact list of circuits that are to be included in the MLSA and please advise how offerors should treat any circuits that may be in existence that are not part of the list provided by the GSA for the MLSA?

Response: Table B.7.2.1 contains the only types/speeds of circuits which the offeror is expected to provide under the MLSA. Offeror is not expected to provide service or pricing for any other type/speed circuits that are currently being provided and billed under tariff rates. Such circuits will remain at tariff rates and billing.

3. Section L.11.2 - Volume II Technical Proposal; States: The technical proposal shall not exceed an additional one hundred (100) pages in response to Section B through M of the solicitation. Does this mean we are able to add 100 pages to what the Government already has for the technical volume? We have two different interpretations.

Response: The 100 pages would be the offerors’ responses to the solicitation excluding responses to the Pricing Schedules. Basically GSA is requesting that the offeror not submit superfluous marketing material in support of their proposal.

4. Which volume(s) should responses to the requirements in section B appear?

Response: Section B is provided to give instructions for providing pricing in the pricing schedules. Any exceptions or deviations made to Section B should be provided in Volume I as instructed in Section L.11.2. All pricing should be in separate pricing schedules provided in the solicitation for each award area (Excel spreadsheets), and be a part of Volume III.
