About this opportunity

The Library of Congress has issued a Special Notice announcing its intent to sole source a contract for Metis Scanner Technical Support to CGS Publishing Technologies International LLC. The notice pertains to maintenance and support services for a Metis DRS 2000 large format digital scanner located in the Prints and Photographs Division. This scanner is critical to the Library's digitization mission and requires ongoing annual preventative maintenance, repair services, and technical support. The contract will span five years, consisting of a base year and four option years. The Special Notice is being published to provide transparency about the intended sole source procurement and to allow potential alternative vendors an opportunity to demonstrate their capabilities.

Contractors interested in competing for this opportunity must submit a comprehensive capability statement by 5:00 pm EDT on December 27, 2024, to the specified contracting officer and contract specialist email addresses. The capability statement must not exceed five double-spaced pages and include specific details such as company information, SAM Unique Entity Identifier, corporate structure, references, and resumes for key personnel. The Library seeks vendors with expertise in maintaining the specific Metis DRS 2000 scanner, with the understanding that CGS Publishing Technologies is currently the only authorized distributor qualified to service these scanners in the United States. While the Library intends to sole source the contract to CGS, it will consider alternative vendors if a compelling capability statement is submitted that demonstrates the ability to meet all requirements outlined in the draft Statement of Work. The contract will require comprehensive support including preventative maintenance, repair services, software updates, security monitoring, and unlimited technical consultation.
