About this opportunity
The Intelligence Advanced Research Projects Activity (IARPA), under the Office of the Director of National Intelligence, has issued a Special Notice seeking information on methodologies to assess Foreign Malign Influence (FMI) activities and risks. FMI includes subversive, undeclared, coercive, or criminal actions by foreign actors to influence a nation's attitudes, perceptions, or behaviors for their strategic advantage.
The purpose of this Special Notice is to elicit approaches for assessing FMI, including data requirements, contexts of use, and limitations. IARPA is interested in understanding methods for measuring FMI impact, modeling and simulation techniques, measuring vulnerability and resilience, assessing likelihood of occurrence, and available datasets. Additionally, IARPA seeks to comprehend the civil liberties and privacy considerations in FMI research. Responses to this Special Notice are due by 5:00 PM Eastern Time on July 1, 2024, and should be submitted electronically. There are no set-aside eligibility criteria specified for this opportunity.
Notice text
IARPA is seeking information on methodologies to assess Foreign Malign Influence (FMI). FMI includes “subversive, undeclared (including covert and clandestine), coercive or criminal activities by foreign governments, non-state actors, or their proxies to affect another nation’s popular or political attitudes, perceptions, or behaviors to advance their interests. This can include efforts to sow division, undermine democratic processes and institutions, or steer policy and regulatory decisions in favor of the foreign actor’s strategic objectives”. Additionally, IARPA is interested in better understanding potential civil liberties and privacy considerations of future FMI research to ensure accountability and transparency.
Responses are due on July 1, 2024 at 5:00PM.
