About this opportunity
The Medical Education and Training Campus (METC) at Joint Base San Antonio, under the Department of the Air Force Air Education and Training Command, is procuring 1,500 textbook packages for the Air Force Aerospace Medical Service Apprentice (AMSA) course in FY 2025. The requirement includes the Emergency Care Textbook, Emergency Care Workbook, and EMT Review Plus App (14th Edition) authored by Daniel Limmer & Michael F. O'Keefe with ISBN 9780136994015, published by Pearson Education, Inc. These materials are essential for training soldiers in emergency care and transportation of the wounded, with students required to pass the EMT National Standards Certification. The government will evaluate quotes on a lowest-price, technically acceptable (LPTA) basis, requiring vendors to submit product data and ISBN information with a pass/fail evaluation criteria. Quotes are due by 10:00 AM Central Time on July 22, 2025, with delivery required no later than August 15, 2025.
This solicitation is designated as a Women-Owned Small Business (WOSB) set-aside, despite the accompanying sole source justification document identifying Pearson Education, Inc. as the preferred vendor based on the textbook being considered the "gold standard" in training programs. The contract will be structured as a firm fixed-price purchase order, with funding sourced from METC's main account number 0130. The procurement requires delivery of 1,500 copies each of the textbook, workbook, and app access to support the FY25 training cycle. Performance will take place at Joint Base San Antonio-Fort Sam Houston, Texas, with shipment to DHA J-7 Logistics. The contract will be administered by the 502d Contracting Squadron at Joint Base San Antonio-Randolph, Texas, with Ryan Hoff serving as the point of contact.
