About this file
This is a Sole Source (Including Brand Name) Justification document for a federal contract opportunity with the United States Air Force Air Education and Training Command. The Medical Education and Training Campus (METC) at Joint Base San Antonio requires 1,500 textbook packages for the Army Combat Medic Specialist Training Course (CMSTC) in FY 2025. The specific package includes the Emergency Care Textbook (14th Edition), Emergency Care Workbook (14th Edition), and EMT Review Plus App (14th Edition), published by Pearson Education, Inc. and authored by Daniel Limmer & Michael F. O'Keefe, with the ISBN 9780136994014.
The document justifies a sole source procurement from Pearson Education, Inc. based on the textbook being the "gold standard" in training programs and meeting specific curriculum needs. Market research identified one large business (Pearson) and two small businesses as potential vendors, with the government's intent to provide a fair opportunity for competition. The contract is planned as a firm fixed-price purchase order, with delivery no later than August 15, 2025, and funding sourced from METC's main account number 0130. The justification highlights the textbook's comprehensive content, including real-world case studies and critical thinking resources specific to emergency care training.
