About this opportunity
The USDA Animal and Plant Health Inspection Service (APHIS) has issued a sole-source contract notice for Metasys Controls Update services at their National Wildlife Research Center Animal Research Building in Fort Collins, Colorado. This Special Notice, posted on August 22, 2025, announces APHIS's intent to award a non-competitive purchase order to Johnson Controls Inc. for maintenance of Metasys software and hardware systems. The agency is utilizing FAR 13.106-1(b)(1) procedures, citing Johnson Controls as the sole manufacturer and service provider of the required Metasys technology at the facility. The notice explicitly states this is not a request for competitive quotes or proposals. The opportunity has been assigned Federal Meta Opportunity ID 68a8b045f6afbd5218043a33 and includes a detailed Statement of Work outlining the upgrade requirements.
The primary objective of this procurement is to upgrade the facility's building automation systems, including upgrading the Metasys Server to version 14.1, installing four new Engines, upgrading thirteen control panels and four AHU controllers, and updating twelve VAV boxes with temperature and humidity sensors. Contractors who believe they can perform these requirements may submit capability statements by the September 1, 2025 deadline at 4:30 PM EST to the designated contracting officer via email. However, eligibility is effectively limited given the sole-source justification based on Johnson Controls' proprietary technology and exclusive service capabilities. The work must be performed during specific hours (Monday-Friday, 7am-4pm) with restricted facility access requiring valid US identification, and all services will include a one-year warranty. The government retains sole discretion in determining whether to proceed with competitive procurement based on any responses received.
Notice text
This is a notice of intent to award a sole-source contract and is not a request for competitive quotes.
The USDA Animal and Plant Health Inspection Service (APHIS) intends to award a sole-source purchase order using the procedures at FAR 13.106-1(b)(1), as it has been deemed that only one source is available to meet this specific requirement due to Johnson Controls, Inc. being the sole manufacturer and service provider of Metasys software and hardware at the facility. This purchase order is intended to be awarded to Johnson Controls Inc. for Metasys software and hardware maintenance. The requirements document in the form of a Statement of Work is attached to this notice.
This notice of intent is not a request for competitive proposals or quotations. Any party who believes they can perform this requirement should submit a capability statement for consideration by the government. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
The government will not be responsible for any costs incurred by responding to this notice. A party may identify their interest and submit a capability statement by Monday, September 1st at 4:30 PM EST. Responses, including questions about this notice, shall be sent via email to Margaux Nenichka at Margaux.G.Nenichka@usda.gov.
