About this opportunity

The U.S. Geological Survey (USGS) intends to award a non-competitive purchase order to Brooks Applied Labs, LLC for metal analysis of approximately 50 fish tissue samples. The contract will support the USGS Eastern Ecological Science Center (EESC) in West Virginia, focusing on precise metal detection for specific analytes including arsenic, cadmium, lead, and mercury. Brooks Applied Labs was selected as the sole source due to their unique capability to provide detection limits at extremely low concentrations (0.002-0.003 mg/kg) while maintaining data integrity and continuity. The pre-solicitation notice was posted on February 24, 2025, with a response deadline of February 28, 2025. While the notice allows for all responsible sources to potentially submit bids, the government intends to award the contract noncompetitively under FAR 13.106-1(b)(1).

The procurement is not set aside for any specific business category and falls under NAICS code 541380 for Testing Laboratories and Services, with a size standard of $19.0 million. The contract is a single-award purchase order with no option years, specifically targeting environmental analysis services. Brooks Applied Labs, located in Seattle, Washington, is positioned as the exclusive contractor for this specialized scientific testing requirement. The total scope of work involves analyzing 50 fish tissue samples with precise metal concentration measurements. Email responses regarding the opportunity can be sent to kweaver@usgs.gov, and the contract is classified under the PSC category B510 for Special Studies/Analysis- Environmental Assessments.
