About this opportunity

The Food and Drug Administration (FDA) Office of Acquisition and Grant Services is conducting a Sources Sought Request for Information (RFI) to identify small businesses capable of providing MentorcliQ software licenses or an equivalent mentoring platform. The RFI seeks a SaaS cloud-based solution that can support up to 19,000 users, utilizing Google Cloud with FedRAMP certification and requiring SSO authentication via SAML 2.0 and HRIS integration. Key functional requirements include automated matching algorithms, participant tracking, customizable enrollment processes, mobile accessibility, and 508 compliance. Responses must be submitted via email to Min Jie Zeng and Lilibeth Deato by 4PM ET on January 20, 2025, with a complete response demonstrating specific capabilities rather than general affirmations. The FDA emphasizes that this RFI is purely for market research and information gathering, and does not guarantee a future solicitation or contract award.

The opportunity is not designated for any specific set-aside category, and no incumbent contractors are mentioned in the documentation. The proposed base period of performance spans from February 7, 2025, to February 6, 2026, with comprehensive support services including up to 20 hours of program design assistance, 10 hours each for program launch and new program support, and quarterly review meetings. The software solution must provide administrator phone support during 8:00 AM - 6:00 PM ET, 24/7 end-user email support, technical support, and both live and on-demand training. While no specific award value or budget range is disclosed, the extensive user requirements and support services suggest a significant potential contract scope. Potential respondents are advised that the FDA will not provide acknowledgment of receipt, answer questions, or notify participants about the review outcome of their RFI submission.

Notice text

This is Sources Sought Request for Information (RFI) to identify potential small businesses who are interested and capable to meet Food and Drug Administration’s requirements of seeking Commercial Off-the-Shelf software licenses for MentorcliQ, brand name or equal. Please review Attachment 1 – Draft Statement of Work for detail information on the requirements.

This RFI is for information, planning and market research purposes only and shall not be construed as either a solicitation or obligation on the part of FDA or its Centers.

FDA welcomes responses from all interested small businesses to submit a response to this RFI. FDA does not intend to make a selection decision or award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted or FDA's use of such information. Acknowledgment of receipt of responses will not be made, no questions will be answered, nor will respondents be notified of the outcome of the FDA's review of the information received. The result of this RFI does not mean the Government will be issuing a solicitation or that there is a requirement for purchase.

Additionally, the FDA does not intend to hold discussions concerning this RFI with any interested parties. However, FDA reserves the right to contact vendors if additional information is required.

A complete response to the RFI should include answers to all of the questions below. Please note that a respondent's failure to provide a complete response to a question will be interpreted to mean that it does not understand the question and does not demonstrate the capability to provide services required. Responses should demonstrate capability, not merely affirm the respondent's capability (e.g.: The response must go beyond the statement that, "XYZ company can provide Material characterization and Analysis Services.").

The RFI responses should be submitted via email to Min Jie Zeng at minjie.zeng@fda.hhs.gov and Lilibeth Deato at Lilibeth.Deato@fda.hhs.gov by 4PM ET on January 20, 2025. E-Mail is the only acceptable method of delivery for this notice of sources sought.
