About this opportunity

The Internal Revenue Service is seeking qualified contractors through a Sources Sought Notice to provide comprehensive landscaping and grounds maintenance services at the Memphis Internal Revenue Service/Enterprise Computer Center Campus in Memphis, Tennessee. This market research notice is issued under FAR Part 10 to identify capable firms and will inform the agency's acquisition strategy, but no contract will be awarded from this notice itself. Key contract requirements include providing all supervision, equipment, labor, materials, and supplies necessary to maintain a 109-acre facility featuring lawns, trees, ponds, natural areas, roads, and sidewalks through a performance-based contract structure. The services will be classified under NAICS code 561730 (Landscaping Services) with a $9.4 million size standard. Interested firms must submit a two-page capability statement electronically to Dr. Carolyn Bennett at carolyn.d.bennett@irs.gov by March 9, 2026, at 10:00 A.M. EST, and should include company name, UEI number, business size classification, current SBA 8(a) certification status, relevant past performance within the last five years, geographic capability, and point of contact information.

This opportunity is designated as a Competitive 8(a) set-aside, indicating the agency is evaluating whether to restrict competition to SBA-certified 8(a) program participants based on market research responses. No incumbent contractor is identified in the notice, suggesting this may be a new or follow-on requirement where previous contract information is not disclosed. The contract is performance-based with services required on a recurring basis throughout base and option periods, with Basic Services provided at a firm-fixed monthly price and Additional Services available on an as-needed basis at established fixed hourly rates. The 109-acre facility represents a substantial grounds maintenance requirement, and the contractor must employ a Project Manager with at least three years of facility management experience and supervisory personnel trained in performance-based quality control processes. The specific budget range and award value are not disclosed in the Sources Sought Notice; these details will be determined following the market research phase and incorporated into the final solicitation.
