About this opportunity

The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) has issued a Special Notice announcing its intent to make a sole source award to Fisher Scientific Company LLC for a Thermo Scientific Process 11 Melt Pump. This equipment will serve as an addition to an existing Thermo Fisher Twin-Screw Extruder that was previously acquired in 2019. The procurement is classified under NAICS code 423490 (Other Professional Equipment and Supplies Merchant Wholesalers) with a size standard of 150 employees. The award will be structured as a Firm Fixed Price (FFP) contract and processed in accordance with FAR 13.106(b)(1)(i). The GSL requires this equipment to enhance its extrusion technology capabilities for developing materials with improved homogeneity and consistency.

The primary objective behind this procurement is to support GSL's force protection research and development program by improving the survivability of structures and personnel through advanced material development. The melt pump will enable the laboratory to manufacture uniform lightweight high-performance materials with precision and potentially integrate with 3D printing for complex military components. While this is intended as a sole source procurement, the agency will accept capability statements, proposals, or quotations from all responsible sources, which will be considered solely to determine whether to conduct a competitive procurement instead. Interested contractors must submit responses by 1:00 PM CST on July 16, 2025, to the specified government email addresses, including detailed information about their ability to fulfill the requirement and relevant past experience. The agency retains full discretion to determine whether to proceed with sole source acquisition or pursue full and open competition based on the responses received.

Notice text

The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) intends to issue a Firm Fixed Price (FFP) single source award to Fisher Scientific Company LLC (CAGE 22527) for Thermo Scientific Process 11 Melt Pump. The Geotechnical and Structures Laboratory (GSL) of the U.S. Army Engineer Research and Development Center (ERDC) develops new materials and techniques that enables and contributes to ongoing force protection research and development program to improve the survivability of structures and personnel. For this purpose, GSL has the need to acquire capabilities in developing and fabricating materials by improving its extrusion technology to obtain materials with homogeneity and consistency regardless of the raw material and the application.  This capability will be used to manufacture uniform light weight high-performance materials with precision. Extrusion can also be used in tandem with 3D printing in making complex highly customized components for specific mission critical military operations.

The award will be issued in accordance with FAR 13.106(b)(1)(i). The applicable North American Industrial Classification System Code (NAICS) code is 423490, Other Professional Equipment and Supplies Merchant Wholesalers, with a size standard of 150 employees.
