About this opportunity

The Department of Defense (DoD) Washington Headquarters Service Acquisition Directorate (WHS/AD) is seeking to procure a Megger Configurable Relay Test Set and related Certificate of Calibration through a Firm-Fixed-Price contract. The solicitation is for a Megger Multi Phase Relay Test System to be used at the Raven Rock Mountain Complex. Proposals are due by 10:00 AM on July 22, 2024, and the award will be made to the responsible offeror whose proposal conforms to the solicitation and offers the best value on a lowest price, technically acceptable basis. Delivery is required within 30 days of contract award.

This procurement is a small business set-aside under NAICS code 334515, Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals. The justification for other than full and open competition states that the Megger SMRT410 is the only system that can smoothly integrate with the existing Megger testing software and database, eliminating the need to rebuild test settings and re-establish relay information. The new Megger SMRT410 system will be procured on a firm-fixed price basis to replace an obsolete and inoperable Megger test system previously used at the Raven Rock Mountain Complex facility.
