About this file
This document is a Justification for Other Than Full and Open Competition (JOFOC) for the procurement of a Megger Multi-Phase Relay Test System for the Raven Rock Mountain Complex, Department of Defense, under the Washington Headquarters Services Acquisition Directorate.
The justification states that the Megger SMRT410 is the only system that can smoothly integrate with the existing Megger testing software and database, eliminating the need to rebuild test settings and re-establish relay information. Market research confirmed Megger is the sole manufacturer of this specialized test system. The contracting officer will ensure the final negotiated price is fair and reasonable. This is a non-competitive follow-on acquisition to replace an obsolete and inoperable Megger test system previously used at the facility. The new Megger SMRT410 system will be procured on a firm-fixed price basis.

JUSTIFICATION FOR
OTHER THAN FULL AND OPEN COMPETITION (JOFOC)
UNDER FEDERAL ACQUISITION REGULATION FAR SUBPART 6.3
1. AGENCY AND CONTRACTING ACTIVITY: The Raven Rock Mountain Complex, Department of Defense, Washington Headquarters Services, Acquisition Directorate, Enterprise Facilities Construction Division
2. DESCRIPTION OF ACTION: Approval for a brand name Firm Fixed Price procurement for Megger Multi-Phase Relay Test System.
3. DESCRIPTION OF SUPPLIES/SERVICES:
The SMRT410 has the “smart” combination of high compliance voltage and high current output to test all electromechanical, solid-state, and microprocessor-based over current relays, including voltage controlled, voltage restraint and high impedance directional ground overcurrent relays.
The SMRT410 provides a complete multi-phase test system for commissioning of protection systems. With up to 4 voltage channels and 6 high current channels, the SMRT410 meets every testing need. The SMRT410 and 410D VIGEN modules provide high power in BOTH the voltage and current channels to test virtually all types of protective relays. The SMRT410 and 410D test system may be customized by adding the number of Voltage-Current, “VIGEN” modules needed for specific test applications.
The SMRT410 test system can be manually controlled with Megger’s stand-alone Smart Touch View Interface™ (STVI) handheld controller or the integrated onboard display on the SMRT410D running the new RTMS, Relay Testing Management Software. The STVI, with its large, easy to read full color, high resolution, TFT LCD touch screen allows the user to perform manual, steady-state, and dynamic testing quickly and easily using the manual test screen, as well as using built-in preset test routines for most popular relays.
The STVI and onboard display eliminates the need for a computer when testing virtually all types of relays. Menu screens and touch screen function buttons are provided to select the desired test function quickly and easily. Tests results can be saved to the STVI or onboard display’s internal memory for later download to a USB Thumb drive to transfer or print test reports. For fully automatic testing every SMRT unit is supplied with Relay Testing Management Software (RTMS) for installing on a PC. It does not require a security dongle or license to operate and can be loaded on as many customer-owned computers as required. There are two different levels of RTMS, Standard, and Enhanced, see ordering information for details. Megger also supports customers using the legacy Advanced Visual Test Software (AVTS).
4. AUTHORITY CITED: This action is authorized under provisions of 10 U.S.C. 2304(c). The justification should indicate that using such descriptions in the acquisition or portion of an acquisition is essential to the Government’s requirements, thereby precluding consideration of a product manufactured by another company as implemented by Federal Acquisition Regulation (FAR) 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.
5. REASON FOR AUTHORITY CITED: The Megger SMRT 410 is electrical.
protective relay test set that can be utilized in several different facets. One of the means of utilizing this test set is through proprietary software called Power Database (DB). This software utilizes a database that has all existing test configurations and relay data.
RRMC utilities Megger test sets to test all our medium voltage protective relays. The existing Megger test set has failed and can no longer be repaired due to it being obsolete. This replacement Megger SMRT 410 protective relay test set will smoothly integrate with the Megger testing software eliminating the need to rebuild test settings and having to re-establish all of the existing relay information.
6. EFFORTS TO OBTAIN COMPETITION:
GSA was searched for any company that may distribute this item. Market research was also conducted via internet searches.
7. FAIR AND REASONABLE COST DETERMINATION: The Contracting Officer hereby determines this action represents the best value to the Government in that the Contracting Officer will ensure that the final negotiated price under this task order is fair and reasonable in accordance with FAR 15.404-1(b).
8. MARKET RESEARCH: Market research as conducted in the market through internet searches for Multi-Phase Relay Test System and only one company manufacture this item and that is Megger. A search in GSA was conducted for this item and there is multiphase relay test system available, but this particular model is not under GSA. Other than the manufacturer Megger, there is only one known company that distribute this item and that company is Kipper Tool Company.
9. OTHER FACTS: This requirement is to replace an existing Megger Multi-Phase Relay Test System. The current Megger is inoperable and no longer can be serviced for repair.
10. INTERESTED SOURCES: When conducting market research, Kipper Tool Company showed interest on selling this product. Although this product is currently not in GSA, they mentioned that they will work on adding this item in their GSA contract.
11. ACTIONS TO INCREASE COMPETITION: Although there is only one.
manufacturer known for this item; this item will be posted in SAM.gov to get the lowest price possible and give opportunity to distributors. RRMC will continue to monitor the market to determine the existence of other potential sources that can meet their requirements.
12. Is this acquisition for a non-competitive follow-on acquisition previously awarded on a non-competitive basis?
☐Yes. A copy of the previous justification is attached. The actions to remove any barriers to competition cited on the previous justification ☐ were ☐ were not completed
☐No. The original acquisition was conducted on a competitive basis.
☒Not Applicable. This is a new requirement.
