Orbital ATK, Inc., Chandler, Arizona, has been awarded an $182,067,817 fixed-price incentive, fixed-price-plus-award-fee, cost-plus-award-fee, cost-plus-fixed-fee contract for the Medium Range Ballistic Missile Type 3 Configuration 2 target system including production equipment, logistics, associated support equipment, system engineering and analysis, and mission operations. Work will be performed in Chandler, Arizona and is expected to be completed by Oct. 30, 2020. This award is the result of a competitive acquisition and three offers were received. Fiscal year 2016 research, development, test and evaluation funds in the amount of $25,500,000 are being obligated at the time of award. The Missile Defense Agency, Huntsville, Alabama, is the contracting activity (HQ0147-16-C-0035).

The purpose of this posting is to notify Industry that the Government will release Amendment 0004 to update Compliance Document (CD) # 73 - Nominal Range Receiver Characteristics from version 2.1 to version 2.2 on Monday (7/13/15). This update will add the three (3) Pacific Missile Range Facility (PMRF) fixed receiver assets to Table 1.0 that were removed from CD #73 version 1.0, Table 2.0.

Government response Set 2 to Industry questions on the final RFP have been posted. Additionally, the Government expects to post the responses to the remaining unclassified and classified questions no later than June 9, 2015.
Based on Industry feedback, the Government has decided to extend the proposal due dates as follows:
Volume IV (Past Performance) - due on July 6, 2015.
Volumes I, II, III, VII, and VIII (Executive Summary, Technical Execution, Program Management, Treaty Compliance, and Contract Documentation) - due on July 16, 2015.
Volume V and VI (Total Resource and Cost/Price) - due on July 23, 2015.
Further, the Government expects to release Amendment 1 to the MRBM T3c2 RFP late next week. Amendment 1 will incorporate the changes addressed in the Goverment responses to Industry questions.

One-on-One Sessions
The Government intends to hold the MRBM Type 3 Configuration 2 (MRBM T3c2) Pre- Proposal one-on-one sessions on May 18, 2015, beginning at 8:00 AM CST. This event will be held at the Missile Defense Agency (MDA) Von Braun-II Complex in Huntsville, Alabama, at address: 5222 Martin Road, Redstone Arsenal, AL 35898. The one-on-one sessions will be classified; therefore, anyone attending must have, at a minimum, a security clearance to at least the "SECRET" level on file with MDA. Registration for one-on-one time slots are on a first come/first served basis and will be limited to 90 minutes for each Prime Offeror. The intent of the one-on-one session is to allow Prime Offerors an opportunity to provide the Government with any feedback, questions or concerns with the RFP.
A single point of contact is required to RSVP, via email, for each company's attendee(s) to: MRBM_T3c2TargetsProc@mda.mil. Please title your email subject line as "RSVP MRBM T3c2 Pre-Proposal One-on-One Session". The one-on-one session attendance is restricted to eight (8) representatives (to include subcontractor representatives) for each company that plan to compete as a Prime Offeror. Please include each attendee's full name, company, email address, and phone number in the RSVP email. RSVPs are required NLT 4:00 PM CST on May 12, 2015 for all proposed attendees for this event. This event requires that all attendees have a Visit Access Request (VAR) on file at MDA NLT 4:00 PM on May 12, 2015. The MDA VAR process and other pertinent information will be provided via email response to the RSVP email.
Optional GFP Aeroshell Inspection
The Government intends to hold the MRBM Type 3 Configuration 2 (MRBM T3c2) optional Government Furnished Property (GFP) aeroshell inspection on May 19, 2015, beginning at 8:00 AM CST. This event will be held at MDA Building 3302 in Huntsville, Alabama, at address: 3302 Hercules Road, Redstone Arsenal, AL 35898. The optional GFP aeroshell inspection will be classified; therefore, anyone attending must have, at a minimum, a security clearance to at least the "SECRET" level on file with MDA. Registration for time slots are on a first come/first served basis and will be limited to 60 minutes for each Prime Offeror.
A single point of contact is required to RSVP, via email, for each company's attendee(s) to: MRBM_T3c2TargetsProc@mda.mil. Please title your email subject line as "RSVP MRBM T3c2 Optional GFP Aeroshell Inspection". Attendance is restricted to three (3) representatives (to include subcontractor representatives) for each company that plan to compete as a Prime Offeror. Please include each attendee's full name, company, email address, and phone number in the RSVP email. RSVPs are required NLT 4:00 PM CST on May 13, 2015 for all proposed attendees. The Government will not assume liability for costs incurred by a vendor for travel, marketing efforts or data offered for examination. Therefore, the cost of preparing information in response to this notice is not considered an allowable direct or indirect charge to the Government.

The event will be held at the Missile Defense Agency (MDA) Von Braun-III Complex Auditorium in Huntsville, Alabama, at address: 5224 Martin Road, Redstone Arsenal, AL 35898. The Industry Day event will be classified; therefore, anyone attending any portion of the event must have, at a minimum, a security clearance to at least the "SECRET" level on file with MDA.
A single point of contact is required to RSVP, via email, for each company's attendee(s) to: MRBM_T3c2TargetsProc@mda.mil. Please title your email subject line as "RSVP MRBM T3c2 Industry Day". The Industry Day attendance is restricted to six (6) representatives for each company (to include subcontractor representatives) for the duration of the event. Please include each attendee's full name, company, email address, and phone number in the RSVP email. This event requires that all attendees have a Visit Access Request (VAR) on file at MDA NLT Noon on January 28, 2015. The MDA VAR process, other pertinent information for the event and instructions on how to schedule a one-on-one session time slot will be provided via email response to the RSVP email. RSVPs are required NLT Noon CST on January 28, 2015 for all proposed attendees. Please read the MDA VAR process carefully, individuals without a VAR on file with MDA will not be allowed access to the event. Additionally, individual that fail to RSVP will not be allowed access to the event. Note: Verbal or telephone requests are not acceptable RSVP responses.
Check-in for this event will begin at 7:00 AM on Monday, February 2, 2015. The Industry Day morning general session will begin promptly at 8:00 AM. The morning general session will include an overview briefing and discussion of acquisition requirements. The Government intends to conduct focused one-on-one sessions with companies that plan to compete as Prime Offerors after the general session from 11:00 AM to 5:00 PM and continue on February 3, 2015 beginning at 8:00 AM. Registration for one-on-one session time slots is on a first come/first served basis and will be limited to 90 minutes for each Prime Offeror. The intent of the one-on-one session is to allow Prime Offerors an opportunity to provide the Government with feedback, questions or concerns with the DRFP, especially the Target System Performance Specification (TSPS), Statement of Work (SOW), Contract Line Item Number (CLIN) structure, and contract terms and conditions.
The Government's intent is to provide responses to Industry questions in a timely manner, following the Industry Day event. Responses to unclassified questions will be posted to FedBizOpps and responses to classified questions will be delivered upon request via certified mail, FedEx, or can be picked up by a certified courier. All classified and unclassified questions are required to be annotated on the "MDA Offeror Comments Matrix" format provided with the DRFP Section L Attachment 1. Prime Offerors are encouraged to submit questions as soon as possible. However, to ensure the Government can finalize the RFP to meet acquisition timelines, all industry unclassified questions related to the DRFP must be received by February 9, 2015 and classified questions must be received by February 13, 2015.

The MDA anticipates issuance of a FINAL RFP by March 2015, with contract award in late by December 2015. This requirement will be solicited and awarded in accordance with FAR Part 15 for Full and Open Competition. At this time there are no partial or total set-asides for this acquisition.
The presolicitation number for the MDA MRBM T3c2 targets has changed from HQ0147-14-R-0008 to HQ0147-15-R-9000. This change is NOT a cancellation of the anticipated requirement but for administrative purposes only. Please refer to pre-solicitation notice HQ0147-15-R-9000 for all future updates to the MRBM T3c2 requirements.
Interested Offerors are encouraged to register at the Federal Business Opportunities (FBO) website at https://www.fbo.gov/ to receive email notifications when information related to this acquisition is updated or documents related to this acquisition are issued.
