MISSION: Develop quality, cost-effective Target solutions that enable the BMDS to test system performance in threat relevant environments:
– Sustain performance level of MDA targets
– Improve ability to support MDA test schedules with on-time deliveries

• The role of the Contracting Officer is to ensure impartial, fair, and equitable treatment of all contractors
• FAR 15.303(c) The Contracting Officer shall:
‒ (1) After release of a solicitation, serve as the focal point for inquiries from actual or prospective Offerors ‒ (2) After receipt of proposals, control exchanges with Offerors in accordance with 15.306 ‒ (3) Award the contract(s)

• Nothing discussed during the Industry Day event will change the terms or conditions of the draft or final RFP ‒ In any conflict the RFP prevails
• The Government team is PROHIBITED from discussing the Draft RFP outside this forum
• Verbal questions are allowed during the conference, but will be answered at the Government’s discretion ‒ if any uncertainty exists about the question, the Government will caucus prior to providing an answer
• All verbal questions during the conference must be followed up with a written question for formal Government response

• Offeror should advise the Government if they believe their question contains proprietary information ‒ Any non-proprietary information deemed worthy of distribution will be made public

• 1.0 Program Overview ‒ MDA will procure MRBM T3c2 targets from the Offeror who will be responsible for all aspects of target performance including the Launch Vehicle and Modified Re-entry Vehicle (MBRV)
‒ Additionally, the MDA will procure logistics, mission design and analysis, mission operations, and trade studies and analysis.
‒ A single award, multiple awards, or no award may be made from this RFP
• 2.0 General Instructions ‒ The Offeror’s proposal must include all data and information requested by these instructions and must be submitted in accordance with these instructions. The offer shall be compliant with the requirements as stated in the Statement of Work (SOW), MRBM T3c2 Target Performance Specification (TSPS), Contract Data Requirements Lists (CDRLs), and all other terms and conditions of this solicitation
‒ Non-conformance with the instructions provided may result in an unfavorable proposal evaluation and/or elimination of a proposal from further consideration

Section M Overview
• 2.0 Basis for Award ‒ The Government may award a contract to the Offeror determined to provide the overall best value based upon an integrated assessment of the evaluation criteria in Section M
‒ The Government reserves the right to not make an award ‒ The Government may select for award the proposal with the lowest overall evaluated probable cost/price, when other proposals are not more advantageous under the non-cost/price factors
‒ The Government may select for award a proposal whose overall evaluated probable cost/price is not the lowest, but is determined to be more advantageous under the non-cost/price factors
‒ The Government may reject any proposal evaluated to be unrealistic in terms of the Offeror’s program commitments, costs, terms and conditions, or if the proposal is deemed to reflect an inherent failure to comprehend the complexity and risks of the program
‒ The Government intends to award without discussions, but reserves the right to conduct discussions

• 3.0 Evaluation Factors, Subfactors, and Their Relative Order of Importance ‒ The Government will make a best value award to the Offeror whose proposal is deemed most advantageous to the Government based upon an integrated assessment of the evaluation Factors and Sub-Factors as detailed in Section M of the solicitation
‒ Consistent with FAR 15.304, all evaluation factors other than Cost/Price, when combined, are significantly more important than Cost /Price

TSPS – Technical Highlights
• Offerors are required to provide objective evidence on how they will comply with All Target System Performance Specification (TSPS) “Threshold Requirements” in their proposals ‒ Provide details of Trajectory Performance & Signature Data relative to the TSPS
Design Reference Missions (DRMs)
• Offerors are encouraged to address TSPS “Objective Requirements” as priced options in their proposals ‒ The Government has assessed each objective requirement as low, medium, or high priority in the RFP Section L, Table L3a ‒ Offerors can address all, none, or a combination of the objective requirements
• Offerors will describe the extent of their compliance with each objective requirement

SOW – Technical Highlights
• Offeror is responsible for “Tip-to-Tail” MRBM Type-3 Configuration 2 (MRBM T3c2) Target Vehicle (i.e., All-Up-Round Target)
• Offeror is responsible for the complete Target System, including production and test equipment, logistics, support equipment, system engineering and analysis, and mission operations
• The Government will provide the aeroshell as GFP ‒The aeroshell will be provided in a “as-is, where-is” condition (non-refurbished) ‒The offeror shall ensure that the aeroshell can survive all loads and induced environments
• Target Vehicle is planned for ground launch, primary launch location is PMRF ‒ Mobile launch capability is a TSPS Objective Requirement
• Offeror will determine CONOPs (“ship and shoot” or “stack and shoot”)
• Offeror shall comply with all Compliance documents listed in Appendix A ‒ Offeror should NOT assume the compliance documents will be further tailored

• Offeror will establish and implement a Systems Engineering Management Plan (SEMP) using the MDA TC System Engineering Plan (SEP) as a guide.
‒ The SEMP will define the approach for managing the overall technical development and specifications for this effort
• The Offeror will conduct technical reviews (SRR, PDR, CDR, PSRR, MRR, LRR, etc) ‒ Entrance/Exit Criteria and supporting objective evidence for each technical design review shall be approved by the Government ‒ Offeror shall provide 90% of objective evidence a minimum of 30 working days
(unless coordinated with the Government) prior to the scheduled technical design review
• “Product” Acceptance Reviews (ARs) will be conducted at contractor and subcontractors facilities with Government participation

SOW – Technical Highlights Systems Engineering
• To baseline the overall Target System design the Offeror will use the 4 Design Reference Missions (DRMs) in the TSPS ‒ 4 DRMs are MDA provided and intended to address the “flight envelope” for the design ‒ Proposal trajectory analysis will be based on these 4 DRMs ‒ Proposal RF and IR signature analysis will be based on the 4 DRMs
• Offeror will provide detailed models and simulations, including input data and results, for proposal evaluation
• Offeror will develop a software development plan and S/W test program in accordance with CMMI Level 3

• Offeror will establish launch plans to include:
‒ Launch site activation ‒ Range documentation ‒ Target systems processing ‒ Target vehicle emplacement ‒ Ground support equipment installation ‒ Preflight checks and testing ‒ Mission rehearsals ‒ Launch execution ‒ Post-mission services
• Offeror will support a L+4 hour briefing
• Offeror will provide a target vehicle performance and environments briefing 20 days after mission

Section M – Technical Highlights
• The Government will evaluate the Offeror’s proposed innovative and efficient solution to meet the key target vehicle design as listed in Section M Paragraph 3.1.1
• Offeror will identify the Technical Readiness Level (TRL) of their target vehicle solution down to the component level (hardware and software), including all supporting objective evidence.
‒ Furthermore, the Government will evaluate the detailed plans to raise the TRL to a higher maturity level prior to first flight
• Offeror will identify significant risks and completeness of mitigation approach
• Offeror will define their approach to verify that the Hit Detection System (HDS), GFP Blast Initiation Detector (BID) and lethality payload meets the TSPS Requirements
• Offeror will define their target vehicle propulsion system design, including verification of the flight loads and environments

Technical Overview Summary
• The MRBM T3c2 target is a complicated and challenging effort
• In addition to TSPS Threshold Requirement compliance, it is important to comprehend the Offeror’s capabilities related to Objective Requirements
• Specific and detailed design and performance data (objective evidence) is required in order to accurately evaluate proposals
