About this opportunity

The Centers for Medicare and Medicaid Services seeks a Part A/Part B Medicare Administrative Contractor to provide health insurance benefit administration services, including claims processing and payment for the traditional Medicare program in Jurisdiction 8, with proposals due November 2, 2026. No set-aside is used.

Jurisdiction 8 covers Indiana and Michigan, with place of performance across the United States. The NAICS code is 524114, Direct Health and Medical Insurance Carriers; PSC is G007, Social- Government Health Insurance Programs.

Offerors must meet dual small business subcontracting goals: a minimum of 5% of total contract value subcontracted to small businesses, and a minimum of 25% of all planned subcontracting dollars directed to small businesses. The 25% small business goal includes subset targets of 3% for HUBZone small businesses, with additional goals for Small Disadvantaged Businesses, Women-owned small businesses, and Service-Disabled Veteran Owned Small Businesses. CMS clarified on October 6, 2026 that compliance will be evaluated based on solicitation requirements and the subcontracting plan narrative; system limitations within the Health and Human Services Small Business Customer Experience portal will not prevent evaluation if offerors contact the Contracting Officer (Mark Smolenski) or Contract Specialist (Alyssa Jones) immediately upon encountering technical issues. No changes to solicitation documents resulted from the October 6 questions and answers.
