About this opportunity
The Defense Health Agency Contracting Activity (DHACA) Western Healthcare Operations Contracting Division is seeking a contractor to provide comprehensive medical waste collection and disposal services for the 355th Medical Group at Davis Monthan Air Force Base. The contractor must provide all equipment, tools, transportation, personnel, labor, supervision, and management necessary to collect, transport, treat, and dispose of medical waste including regulated medical waste and incineration waste. The services require biweekly collection of up to 30 medical waste barrels monthly, not exceeding 360 barrels annually, with strict adherence to federal, state, and local regulations regarding medical waste handling. The evaluation will be conducted using a "Past Performance Technical Capability Tradeoff" approach, where past performance is weighted more heavily than price, and technical capability will be rated as Acceptable or Unacceptable. Questions were due by August 5, 2025, at 8:00 AM PST, and quotations must be submitted electronically by August 15, 2025, at 8:00 AM PST to danielle.l.patterson3.civ@health.mil.
This opportunity is designated as a 100% small business set-aside under NAICS code 562112 (Hazardous Waste Collection) with a size standard of $47.0 million. The current incumbent contractor is Advant-Edge Solutions of Middle Atlantic under contract number FA4877-21-C-0004. The contract structure includes a base year from October 1, 2025, to September 30, 2026, followed by four one-year option periods extending through September 30, 2030, plus an additional six-month extension possibility. The Quote Sheet indicates multiple Contract Line Item Numbers (CLINs) with quantities ranging from 10 to 340 barrels for regulated medical waste services and incineration waste services across different periods. All services will be performed at Davis Monthan Air Force Base in Arizona, with the contractor required to collect containers from building 401 and transport them to licensed medical waste treatment facilities. The facility currently averages 20 containers per pickup twice monthly, with containers typically weighing 50 pounds or less and including various waste types such as sharps, pathological waste, pharmaceuticals, and veterinary clinic waste.
