This Request for Proposals (RFP), as amended, is for the provision of Medical Support Services (MSS).
The purpose of Amendment 4 is to:
*Update the Performance Work Statement.
*Update Addendum to FAR 52.212-1.
*Provide copies of the changes to the Performance Work Statement and Addendum to FAR 52.212-1 in tracked changes for all prospective offerors' convenience (PDF documents). These documents are only provided to assist prospective offerors, and may not be complete. They do not replace the finalized version of HT0014-17-R-0010-0004.
***Please disregard pages the bottom half of page 33, as well as pages 31-58 and the top half of page 59 on the finalized version of HT0014-17-R-0010-0004. Addendum to FAR 52.212-1 appears twice on HT0014-17-R-0010-0004 as a result of a contract writing system malfunction.***

This announcement is for the purpose of replacing DHA MSS Instructions Attachment 2 Technical Wksht V7 Amendment 1, provided in the FedBizOpps announcement of 16 August 2017, with DHA MSS Instructions Attachment 2 Technical Wksht V8 provided herein.
The formal Amendment incorporating this change is herein attached (omitted from earlier submission this date).

Performance Period: The Government is contemplating a 60 month Period of Performance for this requirement, with a base period of five years.
The acquisition shall be conducted as a total small business set aside. Competition will be restricted to certified small business firms only.
DHA CO-NCR intends to competitively solicit and award multiple Indefinite Delivery, Indefinite Quantity (IDIQ) type contracts, with Firm Fixed Price (FFP) ordering provisions.

This announcement is to provide prospective offerors updated information regarding the Medical Support Service (MSS) Request for Proposal (RFP) HT0014-17-R-0010.
The Government is in the process of drafting and providing its responses to questions and comments received under the final RFP from prospective offerors. The Government’s responses will be published on FedBizOpps very shortly. Furthermore, interested parties are hereby advised that the proposal due date will also be extended soon, via an amendment to the solicitation, to 31 August 2017, subject to change to a later date.
No response to this announcement is expected. Interested firms are advised to continue to keep posted to FedBizOpps for further information as it becomes available.

This revises and replaces the February 24, 2017 Federal Business Opportunities draft RFP posting, as amended on February 27, 2017. The Government is not soliciting actual proposals at this time. The Contracting Officer will determine which suggested revisions, if any, are accepted. This draft Request for Proposals announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a final solicitation or to award a contract. No reimbursement will be made for any costs associated with providing information in response to this draft Request for Proposals announcement or any follow-up information request. Responses to this announcement will be considered for the purpose of determining how the requirement will be formulated and how the procurement will be conducted.

The Defense Health Agency (DHA) plans to host the Medical Support Services (MSS) Industry day. This 1-2 day event is tentatively planned between 28 February and 21 March 2017, at the Hope Hotel and Conference Center, Building 823, Area A, Wright-Patterson Air Force Base, Ohio 45433. This is not a Request for Proposal, an Invitation to Bid, or a Request for Quotation. This announcement should not to be construed as a commitment by the Government to enter into a contract nor will the Government pay for attendance or information given to the Government.
The DHA MSS program will procure medical administrative/clerical occupations, certified labor categories as well as specialized/technical positions. These include (but are not limited to):

This effort will not include clinical (direct patient care) services, advisory and assistance services, food service, housekeeping, information systems, or facility maintenance. The NAICS code used for the current AFMS contracts was 621999 (All Other Miscellaneous Ambulatory Health Care Service) with a size standard of $15M. These contracts will be 100% small business set-aside.
Notice: The DHA may have non-Government employees (i.e., contractor employees) assisting with industry day activities. These non-Government employees have all signed non-disclosure agreements and may have access to industry responses. Their companies are contractually bound not to compete for these requirements should it result in contract award(s).
