About this opportunity

The Indian Health Service, Northern Navajo Medical Center (NNMC) in Shiprock, New Mexico issued a sole-source justification notice on June 17, 2026 for medical records review and physician peer evaluation services with a response deadline of July 17, 2026; the intended awardee is Hardenbergh Group Inc. under a $19 million contract (NAICS 541618). NNMC intends to sole-source rather than compete this requirement.

The contractor will provide independent, board-certified physician reviewers to conduct Initial Professional Practice Evaluations (IPPE), Ongoing Professional Practice Evaluations (OPPE), and professional practice reviews for inpatient and outpatient medical records across fourteen clinical disciplines, including Emergency Medicine, Pediatrics, Internal Medicine, Rheumatology, Family Medicine, General Surgery, Obstetrics and Gynecology, Orthopedics, Podiatry and Wound Care, Optometry, Neurology, Pathology, Radiology, Rehabilitation Services, and Psychiatry. Reviewers must be free from conflicts of interest and qualified in the applicable specialty. NNMC expects approximately 500–600 chart reviews over three contract years (May 2026–May 2029), with urgent reviews completed within one week and routine reviews within twenty-one days of record receipt. The contractor must maintain HIPAA Business Associate compliance, secure handling of protected health information, and direct communication between hospital leadership and designated reviewers. All reviews must assess whether provider care and documentation meet the applicable specialty standard of care. Performance standards require 100 percent board certification of staff, 100 percent compliance with standards of care, and complete documentation with conclusions for each review.
