About this opportunity
The U.S. Embassy in Belgium, under the Department of State, is seeking qualified vendors to provide medical examinations and Employee Assistance Program (EAP) services for U.S. Government locally employed staff. The solicitation will be issued as an Indefinite Delivery Indefinite Quantity (IDIQ) firm-fixed-price contract and will be posted on SAM.gov when available. All interested companies must register on the System for Award Management (SAM.gov) prior to submission, which requires an NCAGE code and is free of charge. The Government may make an award based on initial offers without discussions, though discussions may be conducted with companies in the competitive range if deemed necessary. The pre-solicitation notice was posted on November 26, 2025, with a deadline of December 10, 2025, and companies are strongly encouraged to complete their SAM registration immediately to avoid any delays in the award process.
This procurement carries no set-aside designation, meaning all eligible vendors may compete regardless of business size or ownership status. No incumbent contractor or current contract values have been identified in this pre-solicitation notice. The contract structure as an IDIQ arrangement indicates that the specific quantities and service volumes have not been predetermined, allowing for flexible ordering based on actual requirements over the contract period. No specific budget range or award value has been disclosed at this pre-solicitation stage. All companies seeking to bid on this opportunity must ensure they are registered in SAM.gov and possess a valid NCAGE code before the formal solicitation is released.
