The purpose of this procurement is to acquire fiscal intermediary (FI) services to operate a centralized medical and dental claims processing and reimbursement system. The FI will collect, compile and organize workload and financial data, assist the Indian Health Service (IHS) in the coordination of benefits and provide statistical and financial reports to the IHS Purchased/Referred Care (PRC) Program, formerly known as contract health services. The FI shall calculate Medicare and other reimbursement rates in accordance with regulations and the IHS payment policy and ensure that the IHS is the payer of last resort for services provided to patients. The Contractor will participate in the solution of problems and issues which arise in the conduct of this contract. Under this contract FI services will also be made available to Tribal PRC programs operated under the Indian Self-Determination and Education Assistance Act (ISDEAA), Public Law 93-638, as amended.

The Indian Health Service (IHS) has a responsibility to provide health care services to eligible American Indian and Alaska Natives (AI/AN). Direct health care services are provided through IHS-operated and Tribally-operated hospitals, clinics and health care programs. IHS supplements its direct health care services by purchasing basic and specialty health care services from non-IHS health care providers through the PRC program.
