About this opportunity
The National Institute of Standards and Technology (NIST) is seeking a subscription license to a comprehensive media database and contacts management system to support its Public Affairs Office's strategic communications mission. The procurement requires a web-accessible platform that provides up-to-date lists of U.S. news media contacts, including reporters, editors, and influencers, with capabilities for real-time news searches, customizable mailing list creation, email distribution, performance analytics, and media coverage benchmarking. The system must comply with strict federal IT security requirements including FISMA standards, multi-factor authentication via Okta, and annual security assessments. Evaluation will be based on four factors: Media Platform Demonstration, Media Platform Functionality, Technical Capability, and Price, with the technical factors combined being more important than price. The original quotation deadline was August 15, 2025, but Amendment 0001 extended the due date to August 19, 2025, with responses due by 2:00 PM Eastern Time.
This solicitation operates under NAICS code 513210 (Software Publishers) with a small business size standard of $47 million and carries no set-aside designation, making it available to all eligible contractors. NIST requires ten simultaneous user licenses with unique login credentials for PAO staff, along with one hour of staff training to be completed by October 31, 2025, and assistance migrating existing media lists to the new system. The contract includes a base performance period from September 30, 2025, through September 29, 2026, with two optional one-year extensions that could extend the contract through September 29, 2028. Performance will take place in Gaithersburg, Maryland, and the contractor must provide quarterly database updates and maintain comprehensive coverage of science and technology trade press. No incumbent contractors or specific budget ranges were mentioned in the solicitation materials.

AMENDMENT 0001 is issused to provide Government response to Industry Questions, update Statement of Work and extend the due date for offers as follows:
- The SOW refers to 10 licenses and an additional 2. Could you identify what products the ten users and two users are for – are they for the media monitoring solution or the media contact database and press release distribution solution? Government Response: All licenses would be for both the media monitoring solution and the media contact database and press release distribution solution.
- The SOW refers to 10 PAO staff and 2 additional licenses. Should all 12 seats be users/editors, or should the two additional seats be for reader subscriptions? Government Response: All licenses should include all privileges. Provide ten (10) licenses for simultaneous use of its integrated media relations solution. Government requires unique user login credentials for ten (10) PAO staff. Provide set-up instructions for all usernames.
- Would NIST like to be able to disseminate articles to more than one wire service? If so, does NIST want pricing options related to the cost of submitting to 1 newswire, 10 newswires, and 25 newswires? Government Response: PAO is not interested in disseminating articles via wire service.
- In addition, LexisNexis respectfully requests a due date extension of 5 working days so that we can provide the most through response possible. Government Response: The due date for offers is extended to August 19, 2025 by 2:00pm Eastern Time.
