MEDIA PLATFORM-INTEGRATED ONLINE PORTAL SOFTWARE TOOL-RFQ. 1333ND25QNB100403
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.
This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-04, June 11, 2025
This solicitation is unrestricted. The associated NAICS code is 513210-Software Publishers. The small business size standard is $47 million.
DESCRIPTION:
The NIST Public Affairs Office (PAO) supports NIST’s mission by providing high-quality, strategic communications that focus on NIST and Administration priorities, highlight NIST’s unique services and capabilities, and celebrate science and discovery. These communication activities are critical for disseminating information about research findings and new technologies to U.S. industry, for attracting collaboration and enhancing relationships with our stakeholders. PAO’s Media Liaison Group (MLG) requires a subscription license to a media database that includes comprehensive, up-to-date lists of news media contacts, including accurate email addresses.
SCOPE:
The Contractor shall provide seat licenses to a media platform that includes comprehensive, up-to-date lists of news media contacts, including accurate email addresses. The platform shall be able to implement an email list and email distribution system; and shall be able to generate customizable reports detailing media coverage of NIST. The database shall allow for migrating data, if necessary, from existing mailing lists. NIST requires ten (10) subscription licenses for staff members to access the platform.

a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code(s) and small business size standard(s) for this acquisition appear elsewhere in the solicitation. However, the small business size standard for a concern that submits an offer, other than on a construction or service acquisition, but proposes to furnish an end item that it did not itself manufacture, process, or produce is 500 employees, or 150 employees for information technology value-added resellers under NAICS code 541519, if the acquisition—
(1) Is set aside for small business and has a value above the simplified acquisition threshold;
(2) Uses the HUBZone price evaluation preference regardless of dollar value, unless the offeror waives the price evaluation preference; or
(3) Is an 8(a), HUBZone, service-disabled veteran-owned, economically disadvantaged women-owned, or women-owned small business set-aside or sole-source award regardless of dollar value.
(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show—
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of offers;
(3) The name, address, and telephone number of the offeror;
(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
(5) Terms of any express warranty;
(6) Price and any discount terms;
(7) "Remit to" address, if different than mailing address;
(8) A completed copy of the representations and certifications at Federal Acquisition Regulation (FAR) 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);
(9) Acknowledgment of Solicitation Amendments;

(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender’s request and expense, unless they are destroyed during preaward testing.
(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with FAR subpart 4.10), or alternative commercial products or commercial services for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.
(f) Late submissions, modifications, revisions, and withdrawals of offers.
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2) (i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and-
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government’s control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.

(j) Unique entity identifier.(Applies to all offers that exceed the micro-purchase threshold, and offers at or below the micro-purchase threshold if the solicitation requires the Contractor to be registered in the System for Award Management (SAM).) The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation "Unique Entity Identifier" followed by the unique entity identifier that identifies the Offeror's name and address. The Offeror also shall enter its Electronic Funds Transfer (EFT) indicator, if applicable. The EFT indicator is a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the Offeror to establish additional SAM records for identifying alternative EFT accounts (see FAR subpart 32.11) for the same entity. If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for unique entity identifier establishment directly to obtain one. The Offeror should indicate that it is an offeror for a Government contract when contacting the entity designated at www.sam.gov for establishing the unique entity identifier.

(l) Debriefing. If a post-award debriefing is given to requesting offerors, the Government shall disclose the following information, if applicable:
(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed offeror’s offer.
(2) The overall evaluated cost or price and technical rating of the successful and the debriefed offeror and past performance information on the debriefed offeror.
(3) The overall ranking of all offerors, when any ranking was developed by the agency during source selection.
(4) A summary of the rationale for award;
(5) For acquisitions of commercial products, the make and model of the product to be delivered by the successful offeror.
(6) Reasonable responses to relevant questions posed by the debriefed offeror as to whether source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities were followed by the agency.

DUE DATE FOR QUOTATIONS:
Quoters shall submit their quotations so that NIST receives them no later than August 15, 2025, at 2:00 PM Eastern Time FAX quotations shall not be accepted. Please reference the solicitation number in the subject line of email communications and packages mailed. Quoters’ quotations shall not be deemed received by the Government until the quotation is entered in the e-mail box set forth above.
QUOTATION PREPARATION INSTRUCTIONS:
Quotations shall conform to the instructions identified herein, and the evaluation factor submittal requirements. Furthermore, quotations shall consist of one attachment per part. Significant deviation may result in the possible exclusion of such quotation from further consideration or may be reflected in the overall evaluation of the quotation.
Failure to comply with the terms and conditions of this RFQ may result in the Quoter's quotation being removed from consideration for award. The quotation must include page numbers and be clearly and concisely written. Submission of quotations in response to this RFQ assumes the Quoter agrees to all terms and conditions unless specifically accepted in quoter's quotation.
To aid in evaluation, the quotation shall be clearly and concisely written as well as being neat, indexed (cross-indexed as appropriate) and be assembled according to the provisions in this section. All pages of each part shall be appropriately numbered and identified with the name of the Quoter, the date, and the Solicitation Number 1333ND25QNB100403.
The quotation shall be typed, with one inch margins, using a fixed font (Times New Roman preferred), a minimum 12 point type (or equivalent), unreduced in size, on 8-1/2" by 11" paper, not exceeding 10 pages, single sided, exclusive of Volume I and III, resumes, representations and certifications, past performance references, and other administrative documentation such as a one-page cover page and table of contents or list of tables/figures. Actual tables/graphics/figures are included in the page limit. Any pages more than 10 will be disregarded and will not be included in the quotation evaluation. If the Quoter uses a different format (font size, margin, etc.), the government reserves the right to adjust the proposal to fit the parameters of the format as stated in the RFP, and if this results in the proposal exceeding the page limitations in any one area, the government will not consider those excess pages.
OVERALL ARRANGEMENT OF QUOTATION:
VOLUME 1: BUSINESS QUOTATION:
(A) Volume I must include required representations, certifications, and acknowledgments of amendments;
identification of technical data to be withheld; and any other administrative information.
(B) Format and Content. Volume I shall include the following:
i. The Solicitation Number 1333ND25QNB10040, the name, address, e-mail addresses and telephone numbers of the Quoter;
iii. Names, titles, and telephone numbers of persons authorized to negotiate on the Quoter's behalf with the Government in connection with this solicitation;
iv. Name, title, and signature of person authorized to sign the quotation. Quotations signed by an agent shall be accompanied by evidence of that agent's authority, unless that evidence has been previously furnished to the issuing office;
v. Any other business or administrative information that the Quoter wishes to include in its quotation.
vi. The SAM Number for the quoters active registration at the System for Award Management, (www.SAM.Gov) website. Quoters must have an active registration at www.SAM.gov to be considered for award.
If the quoters representations and certifications do not reflect the NAICS code governing this solicitation, quoters must submit documentation of their business size under the NAICS code governing this solicitation.
vii. Acceptance Period - The acceptance period by the Quoter shall not be less than 120 days
VOLUME II: TECHNICAL QUOTATION (SHALL NOT EXCEED 10 SINGLE SIDE PAGES):
GENERAL:
(A) Volume II shall consist of the Quoter’s response to the technical and management aspects of the acquisition as well as past performance. It shall indicate your organization's capabilities and the means that the Quoter intends to use to satisfy the requirements of the Statement of Work (SOW), of this solicitation.
It will be evaluated in accordance with the criteria contained below, identified as Evaluation Criteria, of the solicitation and it shall be specific and complete in every detail. The quotation must be practical and be prepared simply and economically, providing straightforward, concise delineation of what it is you will do to satisfy the requirements of the Statement of Work.
The quotation shall not merely offer to perform the work in accordance with the Statement of Work but shall outline the approach proposed as specifically as practicable. A quotation that includes a mere repetition of the SOW, may not be considered further for award.
So that Volume II may be evaluated strictly on the merit of the material submitted, no cost/price information is to be included in Volume II.
(B) Format. Volume II shall include:
i. Table of Contents;
ii. List of Tables and Figures;
iii. Technical Discussion. The technical discussion section should be the major portion of Volume II.
Each factor must be labeled as specified below and be its own attachment under each part. Quoters shall confine information pertaining to each part to its appropriate part.
FAR 52.212-2 EVALAUTION-COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES
(NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The following factors shall be used to evaluate offers:
Factor 1 Media Platform Demonstration Factor 2 Media Platform Functionality Factor 3 Technical Capability Factor 4 Price
Media Platform Demonstration, Media Platform Functionality, Technical Capability when combined, are more important when compared to price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
BASIS FOR AWARD:
The Government intends to award a single firm fixed price purchase order (PO) from this quotation utilizing simplified acquisitions procedures in accordance with FAR part 13 that will include the terms and conditions that are set forth herein to the responsible offeror whose quotation is conforming to the quotation, results in the best value to the Government, non-price and price factors considered. NIST reserves the right to make award to other than the lowest-priced offeror or to the offeror ranked highest technically, if it determines that to do so would result in the best value to the Government. The Government reserves the right not to award a PO and to make an award without discussions based solely upon initial quotes.
FACTOR 1 - MEDIA PLATFORM DEMONSTRATION
Each Offeror shall present a web demonstration of the offeror’s Media Platform. The demonstration shall be live and no more than one hour (60 minutes), broken up as 45 minutes for the demonstration and 15 minutes for questions and answers. There is a possibility that questions will be asked during the presentation for clarifications and there will not be a formal question period. The contractor will then have the full 60 minutes for their presentation. The demonstration shall cover the technical requirements that are called out in the Statement of Work. The media platform demonstration will take place within one week of the solicitation closing.
The Government will provide the Offeror with a time slot for their presentation within 5 days of the solicitation closing. The Offeror will be responsible to provide the Government with their link to the demonstration within one days after being notified of their time slot.
During the demonstration NIST will ask the offerors to do the following:
1. Conducting keyword searches for media contacts.
2. Spot check contact profiles to see if the media database contains accurate contact information for the names provided.
3. Spot Check articles by certain media outlets are included in coverage reports.
4. Searches for news coverage of NIST and reviewing the search results
The Government may request that the requested data be provided in a PDF file immediately after the presentation is completed.
Failure to provide a live demonstration shall be considered an unresponsive quotation and the offeror cannot be awarded the contract.
FACTOR 2 - MEDIA PLATFORM FUNCTIONALITY
The Government will evaluate the overall quality, comprehensiveness and relevance of the Contractor’s proposed media platform based on the information contained in the technical quotation and viewable at the website during NIST’s demonstration. The Government will evaluate the accuracy of contact information for reporters and other influencers including the total number of media contacts maintained, the completeness of the U.S. news media contacts and profiles describing how those reporters and other influencers prefer to be contacted, the frequency with which contact information is updated, and the quality control methods used by the Contractor to ensure accuracy of the database content. The Government will evaluate the results achieved by conducting mock keyword searches for media contacts and by spot checking contact profiles to see if the media database contains accurate contact information for them. The Government will evaluate whether media outlets that are important to NIST are included in the platform’s media database and will evaluate whether articles by those media outlets are included in coverage reports. The Government will evaluate the results achieved by requesting searches for news coverage of NIST and reviewing the search results.
FACTOR 3 – TECHNICAL CAPABILITY
The Contractor shall demonstrate its ability to:
• Provide full coverage of science and technology trade press on topics of interest to NIST, including physical, chemical, and biomedical sciences, materials science, advanced manufacturing, engineering, computer science, cybersecurity, artificial intelligence, fire science, and nanotechnology.
• Comprehensively identify reporters who have recently written articles about specific topics and describe their ability to capture news stories from major media and outlets of interest to NIST within a reasonable timeframe after publication.
• Send bulk emails to email lists with emails being sent from a “no reply” address and including a “reply-to” header directing responses to the originating NIST user account email address, as described in the SOW.
• Provide analytics of open rates, click-throughs, and other metrics for analyzing the performance of email outreach.
• Flexibly produce customized/modified (ad hoc) reports that detail recent media coverage of NIST, benchmark NIST media coverage against that of other organizations, and benchmark current NIST media coverage against NIST media coverage during prior periods.
• Meet the IT security and privacy requirements outlined in SOW
• Support Okta for Multi-Factor Authentication of users.
The Contractor shall not simply state they will meet the requirement; evidence must be provided. If the Contractor does not indicate how its proposed subscription-based solution meets a certain minimum requirement, NIST may determine that it does not meet that requirement.
VOLUME III - PRICE QUOTATION:
The Price Quotation submission shall include at a minimum, the following:

The Government will evaluate the total price for reasonableness.
EVALUATION OF OPTIONS
It is anticipated that any order awarded under this request for proposal will contain option provision(s) and period(s). In accordance with FAR clause 52.217-5, evaluation of options (July 1990), the government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement, except when it is determined in accordance with far 17.206(b) not to be in the government’s best interests. Evaluation of options will not obligate the government to exercise the option(s).
