About this opportunity
The Defense Logistics Agency Troop Support Medical Directorate seeks renewal of a data license subscription for the Medi-Span Electronic Drug File (MED-File) v2, with quotations due September 14, 2026 at 3:00 PM EST and questions due September 10 at 12:00 PM EST. This is a sole-source acquisition justified under 10 U.S.C. 3204(a)(1), foreclosing full and open competition.
Place of performance is Philadelphia, PA. The MED-File v2 is a critical data feed that populates pharmaceutical pricing information—specifically Average Wholesale Price (AWP)—used across multiple Defense Medical Logistics Standard Support-Wholesale (DMLSS-W) applications including the Distribution and Pricing Agreement Management System, Prime Vendor Data Interface, Corporate Data for Medical Intelligence Applications, Product Data Bank, and pharmacy catalog components. The NAICS code is 541690, Other Scientific and Technical Consulting Services; PSC is B506.
The contract term runs one year base (October 1, 2026 through September 30, 2027) plus four optional one-year renewal periods through September 30, 2031, for a total potential duration of five years. The government estimates total contract value at $311,425.00, with the base year at $55,246 and escalating to $69,746 in option year 4. Award will be a firm fixed-price contract. Offerors must submit pricing in specified format showing unit price and total price for each contract year. Market research identified IQVIA and First Databank as alternatives but determined both lack the specific data attributes, clinical vetting, and automated pricing capabilities required. Submissions are directed electronically to Rhonda.Saunders@dla.mil. Linda Stipa, Program Support Manager, DMLSS-Wholesale, serves as primary contact at 267-275-1509.
