About this opportunity

This Special Notice was published by the Department of Defense to solicit market research and feedback on a draft performance work statement and request for information for programmatic and financial management support services. The United States Medical Command seeks to gather industry input to assist with analyzing requirements and identifying best practices, contractual arrangements, and potential issues for the scope of services.

The Notice requests that interested parties provide responses by December 31st with information on their capabilities to deliver financial administration, audit, data analytics, financial management, IT support, process improvement, project management, communications, strategic planning, and education priority management services to support the Medical Command headquarters and regional health commands. Feedback is also sought on the draft performance work statement and request for information response template to help shape a potential future solicitation. The services aim to support the headquarters in Joint Base San Antonio and the Defense Health Headquarters in Falls Church, Virginia as well as the regional health commands.

Programmatic and Financial Support Services

The Health Readiness Contracting Office (HRCO) on behalf of the United States Medical Command (MEDCOM), has developed this Request for Information (RFI) for W81K04-22-R-0011 to solicit market research information from industry to assist the Government with the analysis of a Government requirement and provide commercial insight on performance-based solutions, best practices, possible contractual arrangements, and potential issues.

THIS IS A REQUEST FOR INFORMATION ONLY. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise reimburse your company for the information provided in response here to.  In accordance with FAR 52.215-3 Request for Information or Solicitation for Planning Purposes:

     a. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited.

     b. Although “proposal” and “offeror” are used in this RFI, your response will be treated as information only.  It shall not be used as a proposal.

     c. This RFI is issued for the purpose of: determining the scope of industry capabilities and interest in Programmatic and Financial Management Services.

This is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication that HRCO will contract for the items contained in the RFI.  This RFI is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only.  In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.

Responses to this RFI are strictly voluntary and the Government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the result of the review. If a solicitation is issued, it will be announced at website https://sam.gov  at a later date, and all interested parties must respond to that Solicitation announcement separately from any response to this announcement.  This RFI does not restrict the Government’s acquisition approach on a future Solicitation.

Description on Requirement:  

The Contractor shall provide HQ programmatic and financial management support, which is comprised of Financial Management and Administrative Assistance; and Program Management Assistance services to MEDCOM Regional Health Commands (RHCs) Atlantic, Central, and Pacific. The Financial and Management services consists of: administration, audit capabilities, data analytics, financial management support, and IT support.  Program Management Assistance services consists of: process improvement, project management, communications and strategic planning support, and education priority management (internal). The Contractor shall support the MEDCOM HQ at Joint Base San Antonio and the Defense Health Headquarters (DHHQ) at Fall Church, VA, along with supporting the RHCs.

A draft Performance Work Statement (PWS) and RFI (Capability Response) is attached to this announcement for reference.
