5. Brief company response statement addressing the following items:
a. Does your firm have the capability to provide Financial Management and Administrative Assistance; and Program Management Assistance services in section 5 of the PWS?
b. Does your firm have the capability to provide services at MEDCOM, OTSG or both locations?
c. Does your firm have experience working with the Program and Budget systems listed in paragraph 5.3.4.?
d. Does your firm have experience working with the Information Systems/databases listed in exhibit 3 of the PWS?
e. Are the labor categories listed in the PWS to perform the service?
f. Are the qualifications (e.g. education and experience) for employees performing these services to stringent? Do you have any concerns with the qualification requirements listed in the labor category and labor category definition in the PWS? If so, what are your concerns?
g. Does your firm have experience performing MEDCOM HQ Capability Support Programmatic and Financial Support Services? If so, please provide the following information for each relevant contract: (1) name of your customer; (2) contract number; (3) contract start date; (4) contract length; (5) total dollar value for all periods; (6) place of performance; and (7) a brief description of services?
h. Is 30 calendar days sufficient time to phase in?
i. Do you see anything in the requirement that would NOT make this a commercial requirement in accordance with FAR part 12 and how would you suggest mitigating it?
j. Will you be teaming or partnering with other contractors?
k. Provide any concerns, comments or recommendations you may have with the attached draft PWS no later than 1700hrs (5pm) on 31 December 2021, Central Time via email to the HRCO POCs. Give specific PWS paragraph numbers for reference.
l. Respondents are also asked to list their company size status under NAICS 541611 - Administrative Management and General Management Consulting Services, small business size standard $16,500,000 and estimate how much percentage of work they can subcontract to each of the following:

Please limit your documentation to the following page size, font type and size, spacing and page numbering. Responses shall be submitted using a Microsoft Word document with page size 8.5 by 11 inches. Font type shall be Times New Roman, size 12 using standard tabs and indent software features with no less than single spacing between lines. Responses are limited to no more than eight (8) pages for the entire RFI response statement.
All transmitted information marked proprietary shall be treated as such. Therefore, business firms should identify any proprietary information in their responses. Proprietary materials will neither be distributed, nor discussed with, any other firms. Information submitted in response to this RFI will be used at the discretion of the Government. Further, the information submitted will remain confidential insofar as permitted by law, including the Freedom of Information and Privacy Acts.
