About this opportunity
Military Sealift Command (MSC) Norfolk is conducting market research on vessel charter availability for JP8 fuel transportation, with sources-sought responses due October 27, 2026 at 1300 hours Eastern Time. This is a request for information only; responses will not be considered offers and the government assumes no obligation to reimburse response costs or commit to contract award.
MSC seeks pricing and availability for a clean, double-hull tanker capable of carrying a minimum 135,000 barrels of JP8 jet fuel with loading at St. Theodori, Greece and discharge at Mersin, Turkey during laydays commencing December 4, 2026 and cancelling December 5, 2026. The vessel must be U.S. or foreign-flagged with an inert gas system and segregated ballast tanks featuring double-valve isolation in designated cargo tanks. Vessel specifications include: age less than 20 years (vessels exceeding 15 years must be enrolled in classification society condition assessment programs rated 2 or better); maximum length overall of 210 meters; maximum deadweight tonnage of 45,000 MT; maximum draft of 8.5 meters when loaded; and maximum loading arm height of 15.6 meters. JP8 specifications are 44 degrees API gravity at 60 degrees Fahrenheit and 807.5 kg/m3 specific density at 15 degrees Celsius.
Respondents must provide company information including CAGE code and unique entity identifier, small business status per NAICS code 483111, complete vessel specifications including flag and stowage plan, and lump sum charter rate with demurrage and alternative offerings. Responses are due via email to David Hamilton at david.k.hamilton19.civ@us.navy.mil or (564) 230-3260. This market research will inform whether a future solicitation will be conducted using existing government IDIQ vehicles via SAM.GOV.
