About this opportunity

The U.S. Fish and Wildlife Service is seeking a small business contractor to perform mechanical vegetation treatments at the Nathaniel P. Reed Hobe Sound National Wildlife Refuge in Martin County, Florida. The project involves reducing biomass and fire hazards across approximately 88 acres of scrub habitat along the Indian River Lagoon, with specific focus on mulching sand pine trees, saw palmetto, and scrub oaks while preserving ecosystem health. Potential contractors must complete all required submittal documents, including a proposal with SAM Unique Entity Identifier, quote schedule, and past performance references. The solicitation will be evaluated using a tradeoff method that considers technical capabilities, past performance, and price, with the government reserving the right to select a non-lowest price offer if additional factors justify the decision. Key submission dates include a site visit option by contacting Melissa Juntunen, questions due by April 2, 2025 at 2:00 PM EDT, and quote submissions due by April 3, 2025 at 2:00 PM EDT.

The contract is a 100% small business set-aside under NAICS code 115310 with a small business size standard of $11.5 million. The performance period is from April 15, 2025 to February 28, 2026, representing approximately ten months of work. Contractors must have 3-5 years of documented experience in mechanical treatments within Florida scrub habitats and be registered in the System for Award Management (SAM) and the U.S. Treasury's Invoice Processing Platform. The work will be awarded as a firm-fixed-price contract, with contractors required to use tracked equipment to mulch vegetation to 3-6 inches above ground level while carefully avoiding damage to endangered species like the Florida scrub jay and gopher tortoise. Contractors will be required to provide GPS tracking of work, document endangered species observations, and comply with strict quality control requirements throughout the project's duration.
