About this opportunity

The Maine Army National Guard seeks to procure, deliver, physically install, and integrate specialized dental chair arms and associated dental clinic equipment at Camp Keyes in Augusta, Maine, with proposals due August 4, 2026, and questions due July 24. This procurement is 100% small business set-aside; the original solicitation indicated a total small business set-aside, and the brand name justification document cites other than full and open competition, though the most recent solicitation PDF specifies a Women-Owned Small Business (WOSB) set-aside.

All work must be performed on-site at the MEARNG Dental Clinic (194 Winthrop Street, Building 7, Camp Keyes, Augusta, ME 04330) during the performance window of September 8–11, 2026, between 7:30 AM and 4:30 PM, Monday through Friday, excluding federal holidays. The acquisition consists of twelve distinct CLINs: CLINs 0001–0004 are brand name only (Midmark ASepsis 21 Continental Radius Delivery Systems, assistant's delivery systems, HP illumination systems, and fiber optic handpiece tubing) that must integrate seamlessly with the Government's existing Midmark Ultratrim dental chairs without voiding warranties or requiring unauthorized modifications. CLINs 0005–0012 are brand name or equal items (SciCan Statim G4 5000 sterilizer or equal, automatic handpiece lubrication systems, J. Morita apex locator or equal, J. Morita Tri-Auto ZX2T endodontic motor or equal, and KaVo high/low-speed fiber optic handpieces and motors or equal), with salient characteristics established for all "or equal" items.

The contractor must complete physical mounting, electrical/fluid/air routing, comprehensive system function testing demonstrated to the Contracting Officer's Representative, and off-site disposal of all packaging materials. Award is made on a Lowest Price Technically Acceptable (LPTA) basis. Evaluation criteria are Technical Capability Subfactor 1.1 (Product Specification and Compliance), Subfactor 1.2 (On-Site Execution & Logistics Plan), Subfactor 1.3 (Technician Certification and Past Performance), and Price. Amendment 0001 extended the due date from July 31 to August 4 at 3:00 PM EST. Amendment 0002, effective July 27, confirmed the Government will not permit site visits and provided photographs of existing chairs and electrical/mechanical connections as SAM.gov attachments. The NAICS code is 339114, Dental Equipment and Supplies Manufacturing; PSC is 6520.
